Minutes of the Arlington
City Council Zoom Meeting
Councilmembers Present: Mike Hopson, Michele Blythe, Jan Schuette, Marilyn Oertle,
Jesica Stickles, Debora Nelson, and Don Vanney.
Council Members Absent: None.
Staff Present: Mayor Barb Tolbert, Paul Ellis, Marc Hayes, Sarah Lopez, Kristin Garcia, Tony
Orr, City Attorney Steve Peiffle, and Ashleigh Scott.
Also Known to be Present: (16) Sixteen YouTube viewers, Nancy Rogers, David Toyer and
Len Psyk.
Mayor Barb Tolbert called the meeting to order at 7:00 p.m., and the Pledge of Allegiance and
roll call followed.
APPROVAL OF THE AGENDA
Mayor Pro Tern Jesica Stickles moved to approve the agenda as presented. Councilmember
Marilyn Oertle seconded the motion, which passed with a unanimous vote.

CONSENT AGENDA
Mayor Pro Tern Jesica Stickles moved and Councilmember Jan Schuette seconded the motion
to approve the Consent Agenda that was unanimously carried:
1. Minutes of the March 1 and March 8, 2021 Council meetings
2. Accounts Payable:
Approval of EFT Payments and Claims Checks #102283 through #102397 dated
March 2, 2021 through March 15, 2021 for $1,447,370.29; Approval of payroll
EFT Payments and Checks #30066 through #30073 dated February 1, 2021
through February 28, 2021 for $1,441,254.21
3. Purchase of Right of Way for the 204th/77th Roundabout Project
4. Dedication of Real Property for Public Right of Way

PUBLIC HEARING
Development Agreement with Panattoni Development Company, Inc., for Project
"Roxy"
Community and Economic Development Director Marc Hayes reviewed the proposed
development agreement with Panattoni Development Company, Inc., a California
Corporation, related to the planned light industrial development known as Project "Roxy", a
2,821,987 square foot industrial building situated upon 75 acres within the Cascade
Industrial Center.
The public hearing was opened at 7:04 p.m. David Toyer and Nancy Rogers both thanking
the City and Marc Hayes for having them present, and the hard work that was put in to get
where they are today. Mr. Toyer also asked if any Councilmembers or the public had
questions regarding the agreement. With no comments or questions, the public hearing
portion was closed at 7:05 p.m.
Council questions were opened at 7:05 p.m. Councilmember Jan Schuette had questions
regarding the traffic situation near Hwy 531. She asked when construction start, will some
side roads such as 43rd and 168th going to be in place to assist with traffic throughout the
day? Director Marc Hayes stated they wouldn't be in place prior to construction, but more
toward the end or during, but prior to occupying the building. Construction trucks will be
utilizing 43rd and 515t for route to assist with entering and exiting. Councilmember Mike
Hopson asked what the length was for the building being built. Director Marc Hayes stated
it's approximately 700 feet in length.
With no further comments or questions from Council, the public hearing was closed at 7:08
p.m. Mayor Pro Tem Jesica Stickles moved and Councilmember Jan Schuette seconded the
motion to approve the Development Agreement for Panattoni Development Company, Inc.,
for an industrial building project, known as Project "Roxy", and authorized the Mayor to sign
the agreement, and related resolution, subject to final review by the City Attorney. The
motion passed unanimously.
NEW BUSINESS
Interlocal Agreement with Snohomish County for Evans Park Funding
Community Revitalization Program Manager Sarah Lopez reviewed the Interlocal
Agreement (ILA) with Snohomish County for Evans Park funding.
Councilmember Marilyn Oertle moved and Councilmember Debora Nelson seconded the
motion to approve the proposed Interlocal Agreement, and authorized the Mayor to sign the
agreement, subject to final review by the City Attorney. The motion passed unanimously.
Appointment to Planning Commission
Community and Economic Development Director Marc Hayes reviewed the re -appointment
of Mike Thomas to the Planning Commission.
Mayor Pro Tem Jesica Stickles moved and Councilmember Marilyn Oertle seconded the
motion to move to consent to the re -appointment of Mike Thomas to the Planning
Commission. The motion passed unanimously.

Request for Budget Amendment for Replacement Vehicle
Community and Economic Development Director Marc Hayes reviewed the proposed
replacement vehicle, with a request to replace vehicle prior to its scheduled replacement
date of 2024. This is not currently budgeted for in the 2021-2022 budget, so a budget
amendment would be required.
Mayor Pro Tern Jesica Stickles moved and Councilmember Marilyn Oertle seconded the
motion to approve the unscheduled purchase of a replacement vehicle for the Community
and Economic Development Department. The motion passed unanimously.
COMMENTS FROM COUNCILMEMBERS
Councilmember Jan Schuette thanked Mayor Tolbert for her State of the City address, and
the amount of detail she put in regarding everything that had happened in 2020, the effort
and hard work from staff, and the COVID-19 complications everyone endured.
Councilmember Marilyn Oertle mentioned the new tractor art that was placed at the
roundabout on Olympic Place and 204th. In addition, planting will go up and a little history
plaque about Jensen Farms. Mayor Tolbert visited this weekend and noticed how the
community was utilizing the crosswalks and how much better having the crosswalk signals
assist in crossing safety.
Councilmembers Mike Hopson, Michele Blythe, Jesica Stickles, Debora Nelson and Don
Vanney had no comments or updates at this time.
ADMINISTRATOR & STAFF REPORTS
None.
MAYOR'S REPORT
Mayor Tolbert gave a brief update on the House Bill 1386; the Property Tax Exemptions and
the Cascade Industrial Center. This Bill is modifying the property tax exemption for the value
of new construction of industrial/manufacturing facilities in targeting urban areas. It passed
through the house already with a 97 to 0 affirmative vote. Budgets are also to come out next
week.
