Minutes of the Arlington
City Council Workshop
Councilmembers Present: Mike Hopson, Marilyn Oertle, Debora Nelson, Don Vanney,
Jan Schuette, Jesica Stickles and Michele Blythe.
Council Members Absent: None.
Staff Present: Mayor Barb Tolbert, Paul Ellis, Kristin Garcia, Dan Cone, Marc Hayes, Jim Kelly,
Tony Orr, City Attorney Steve Peiffle, and Wendy Van Der Meersche.
Also Known to be Present: Nineteen YouTube viewers.
Mayor Barb Tolbert called the meeting to order at 7:00 pm, and the Pledge of Allegiance and
roll call followed.
APPROVAL OF THE AGENDA
Mayor Pro Tem Jesica Stickles moved to approve the agenda as presented. Councilmember
Marilyn Oertle seconded the motion, which passed with a unanimous vote.
INTRODUCTION OF SPECIAL GUESTS AND PRESENTATION
None.
WORKSHOP ITEMS - NO ACTION WAS TAKEN
Resolution Declaring Police K-9 "Tara" as Public Surplus, and Authorizing her
Disposition to Her Handler
Deputy Police Chief Dan Cone reviewed a resolution to surplus police K-9 "Tara" to her
handler, Officer Kendahl Metcalfe.
Tara has served the police department and Arlington's citizens for several years, and is now
ready to retire as a police dog. Although she is a member of the police force, she is considered
public property, and the City must declare her as "surplus" for purposes of disposing of her.
The City wishes to make sure that Tara spends the rest of her life with her handler, Officer
Kendahl Metcalfe. Discussion followed with Deputy Chief Cone answering Council questions.
Appointment to Cemetery Board
Public Works Director Jim Kelly reviewed Maxine Jenft's reappointment to Cemetery Board.
The Cemetery Board serves as an advisory board to the Mayor and City Council regarding all
aspects of the Arlington Cemetery. The board meets bi-monthly and reviews activities and
operations, as well as finances, capital planning, future expansion plans/needs, and any
other issues that may arise.

Maxine Jenft is a strong community member who has served on the Cemetery Board since
2007, and wishes to continue to serve in this capacity for the next four-year term. The City
is grateful for Maxine's many years of service, and staff is pleased to recommend Maxine for
reappointment to her position. Discussion followed with Mr. Kelly answering Council
questions.
Contract with HWA Geosciences, Inc. for SR 530 Roundabout
Public Works Director Jim Kelly reviewed the contract for geotechnical services for the
Island Crossing Roundabout Project.
The City of Arlington is designing a roundabout for the intersection of Smokey Point Blvd
and SR-530. The prime design consultant for this project is SCJ Alliance; HWA Geosciences,
Inc. is a sub consultant performing project geotechnical services. HWA has already
completed the initial phase of geotechnical investigation determining soil strength for
roundabout construction, this phase of work will determine soil infiltration capacity to
support project infiltration pond design. To save project costs as on the initial phase of work,
the City of Arlington is proposing to contract directly with HWA Geosciences, Inc. for this
work effort. Discussion followed with Mr. Kelly answering Council questions.
Contract Amendment with KBA for Construction Management Services for the
204th/77th Roundabout
Public Works Director Jim Kelly reviewed the contract amendment with KBA for
construction management (CM) services.
Construction of the 204th/77th Roundabout project bid in April 2020 and was awarded to
Reece Construction Inc. in early June 2020. This is a grant funded project that required full
time construction management for contractor oversight and completion of necessary
project compliance forms and paperwork, the City elected to contract with KBA, Inc. to
provide Construction Management for this project.
Due to delay issues associated with the right-of-way procurement along with multiple
weather delays, there was additional construction time which required additional on -site
construction oversight, management, and supporting paperwork. The amendment to the
KBA contract covers the additional cost

Amendment #1 $ 0.00 (Time addition only)
Amendment #2 $ 47,828.00
Revised Contract $230,828.00
Even with the project amendment, total CM is below budgeted estimate of 10% of project
costs. Discussion followed with Mr. Kelly answering Council questions.

Finance Director Kristin Garcia reviewed the December 2020 Financial Report. Discussion
followed with Ms. Garcia answering Council questions.

ADMINISTRATOR AND STAFF REPORTS
None.
MAYOR'S REPORT
Mayor Tolbert stated that our police department in partnership with Marysville and Lake
Stevens received an Impact grant, for the first six months of 2021, to provide a crisis
intervention outreach team, to focus on mental health issues.
She received a letter from WSDOT with a commitment to complete design work on the 531
expansion of 172nd through the Connecting Washington package, and start the public
engagement process.
COMMENTS FROM COUNCILMEMBERS
Councilmember Mike Hopson spoke regarding property tax exemptions for business
developers at the Cascade Industrial Center. He would like affordable housing units to
receive the same tax exemption. Mayor Tolbert stated that there is a bill brought to
legislators to renew the exemption for the Cascade Industrial Center.
Councilmember Jan Schuette stated that with the Cascade Industrial Center and new
construction, bus service is needed. She has been working with Community Transit for bus
pullouts, and when the widening of 172nd is complete, Community Transit will be ready to
proceed with expanded routes.

REVIEW OF CONSENT AGENDA ITEMS FOR NEXT MEETING
Because there will only be four agenda items at the March 1, 2021 Council meeting, all
items will move to new business.
