HomeMy WebLinkAboutSigned Minutes 02-16-21Minutes of the Arlington City Council Zoom Meeting February 16, 2021 Councilmembers Present: Mike Hopson, Michele Blythe, Jan Schuette, Marilyn Oertle, Jesica Stickles, Debora Nelson, and Don Vanney. Council Members Absent: None. Staff Present: Mayor Barb Tolbert, Paul Ellis, Marc Hayes, Kristin Garcia Dave Kraski, City Attorney Steve Peiffle, Bryan Terry and Ashleigh Scott. Also Known to be Present: Congressman Rick Larsen, Lindsey Webb and (23) twenty three YouTube views. Mayor Barb Tolbert called the meeting to order at 7:00 p.m., and the Pledge of Allegiance and roll call followed. APPROVAL OF THE AGENDA Mayor Pro Tern Jesica Stickles moved to approve the agenda as presented. Councilmember Marilyn Oertle seconded the motion, which passed with a unanimous vote. INTRODUCTION OF SPECIAL GUESTS AND PRESENTATIONS Congressman Rick Larsen came before City Council to give an update about what's been going on in the news. First discussed was vaccine distributions and how we may have 600 million doses by July 2 02 1, which would get all vaccinated by the end of July. The number of vaccines that will be distributed next week would be around 57% higher than the number distributed on January 20, 2021. The number will continue to increase. Johnson and Johnson has filed with the FDA for emergency use authorization which is a single use vaccination. Decision should be given in the next few weeks. It's not the distribution of vaccines that's the current issue, it's getting the vaccines made themselves. The House of Representatives vote and send to the Senate on the American Rescue Plan, the next COVID19 relief package. There is a portion of that bill that is given to local cities and counties. In this plan, the dollars would be available directly to local governments and allocation directly. In the current bill, Arlington would get between $3.6 to 4.3 million dollars, and Snohomish County $161 million dollars. Unlike the CARES Act, this package allows for more flexible use, including revenue replacement. Nothing is official without the signature of the President, but that's the goal to pass by March 14, 2021. Rep. Larsen also stated that they were going to give more airport relief and under that relief Arlington Municipal Airport would receive around $59k for assistance. Community Transit will also receive $6.1 million dollars for healthcare and safety for workers and staff and much more. Mr. Larsen is asking for input, and to reach out because the process is moving quickly. Page 1 of 3 Minutes of the City of Arlington City Council Meeting February 16, 2021 After this, we will be looking at an economic recovery pack with large focused on a transportation and infrastructure package. It'll be a broader package ranging not just roads, bridges, highways, transit, sidewalk, pedestrians and bikes, but wastewater, clean water facilities, housing, and housing for non-profit agencies, broadband will also be included in this portion for the bill. CONSENT AGENDA Mayor Pro Tern Jesica Stickles moved and Councilmember Marilyn Oertle seconded the motion to approve the Consent Agenda that was unanimously carried: 1. Minutes of the February 1st and February 8, 2021 Council meetings L. Dedication of Right of Way by Grandview 4 Lot Short Plat for 4th Avenue. 4. Dedication of Right of Way by Swire Coca-Cola for 63rd Avenue. 5. Dedication of Right of Way by PUD for 63rd Avenue. 6. Dedication of Right of Way by Gayteway Business Park for 197th Street. 7. Dedication of Right of Way by Gayteway Business Park for 74th Avenue. PUBLIC HEARING None. NEW BUSINESS Interlocal Agreement with Fire District #21 for Fire Protection Fire Chief Dave Kraski requested Council approve the interlocal agreement with Fire District #21 for fire protection. Councilmember Marilyn Oertle moved and Councilmember Michele Blythe seconded the motion to approve the Interlocal Agreement with Fire District #21 for Fire Protection, and authorized the Mayor to sign it. Petition for Lindsey Annexation Community and Economic Development Director Marc Hayes requested Council approve the 10% petition phase for annexation. Mayor Pro Tern Jesica Stickles moved and Councilmember Debora Nelson seconded the motion to approve the 10% petition phase, as presented, requesting annexation into the City of Arlington, and approved the application process to proceed to the 60% petition phase of the annexation process. Page 2 of 3 Minutes of the City of Arlington City Council Meeting February 16, 2021 Proposed Revisions to Arlington Municipal Code Title 5 Regarding Business Licenses and Regulations Community and Economic Development Director Marc Hayes requested Council approve the proposed revisions to Arlington Municipal Code Title 5 regarding business licenses and regulations. Mayor Pro Tem Jesica Stickles moved and Councilmember Marilyn Oertle seconded the motion to approve the ordinance amending provisions of Arlington Municipal Code Title 5 pertaining to business licenses, and authorized the Mayor to sign it, subject to final review by the City Attorney. Ordinance to Approve Contract with State Department of Revenue for Business Licensing Services Community and Economic Development Director Marc Hayes requested Council approve the ordinance to authorizing the City to enter into a contract with the State Department of Revenue for business licensing services. Mayor Pro Tern Jesica Stickles moved and Councilmember Marilyn Oertle seconded the motion to approve the ordinance authorizing the City to enter into a contract with the State's Business Licensing Service program, and authorized the Mayor to sign the contract. COMMENTS FROM COUNCILMEMBERS None. ADMINISTRATOR & STAFF REPORTS City Administrator Paul Ellis thanked crews and staff members from multiple departments for all of their efforts over the weekend keeping the roads clear and safe for Arlington's residents. He also thanked the community for patience while the crews cleared the snow. MAYOR'S REPORT Mayor Tolbert reviewed cold weather shelters. North Snohomish County Outreach Organization's first night for shelter was on November 30, 2020. Since then, they have had a total of 26 below freezing nights where space opened for those who needed shelter. They sheltered 35 households, totaling 510 beds. February 9, 2021 they also were able to pick up a van to assist further for the community. EXECUTIVE SESSION None.
