Minutes of the Arlington
City Council Zoom Workshop
January 25, 2021
Councilmembers Present: Mike Hopson, Marilyn Oertle, Debora Nelson, Don Vanney,
Jan Schuette, Jesica Stickles and Michele Blythe.
Council Members Absent: None.
Staff Present: Mayor Barb Tolbert, Paul Ellis, Jonathan Ventura, City Attorney Steve Peiffle,
and Wendy Van Der Meersche.
Also Known to be Present: 21 YouTube viewers.
Mayor Barb Tolbert called the meeting to order at 7:00 pm, and the Pledge of Allegiance and
roll call followed.
APPROVAL OF THE AGENDA
Mayor Pro Tem Jesica Stickles moved to approve the agenda as presented. Councilmember
Marilyn Oertle seconded the motion, which passed with a unanimous vote.

None.
WORKSHOP ITEMS - NO ACTION WAS TAKEN
Interlocal Agreement with Snohomish County for Jail Services
Police Chief Jonathan Ventura reviewed the Interlocal Agreement (ILA) for Jail Services
between Snohomish County and the City of Arlington. City Administrator Paul Ellis provided
additional information for clarification.
The City of Arlington Police Department does not maintain facilities to hold people serving
short jail sentences, or to detain those awaiting court proceedings who may be a danger to
public safety or a flight risk. The City of Arlington has historically contracted for these
services.
Snohomish County and the City of Arlington entered into an interlocal agreement for jail
services in April of 2015 and extended such serval times. The most recent ILA expired
December 31, 2020. Discussion followed with Chief Ventura and Mr. Ellis answering Council
questions.

Professional Services Agreement for Prosecutorial Services
Police Chief Jonathan Ventura reviewed a Professional Services Agreement for Prosecutorial
Services with Zachor & Thomas, Inc., P.S.
This Professional Services Agreement for Prosecutorial Services includes representing the
City of Arlington in prosecuting contested code and traffic infractions held at Marysville
Municipal Court and Cascade District Court through arraignments, pretrial hearings, motion
hearings, review hearings and in -custody hearings. Additionally, Prosecutorial Services
include providing consultation and trainings to police department personnel.
The City of Arlington has had a Professional Services Agreement for Prosecutorial Services
with 7.achor & Thomas, Inc., P.S. since at least 2013, and has renewed such several times. The
most recent Professional Services Agreement expired December 31, 2020. Discussion
followed with Chief Ventura answering Council questions.
Interlocal Agreement Establishing Snohomish Regional Drug Task Force
Police'Chief Jonathan Ventura reviewed the Interlocal Agreement Establishing Snohomish
Regional Drug Task Force.
This Interlocal Agreement allows participating jurisdictions to jointly coordinate selected
law enforcement activities, resources, and functions, in order to disrupt illegal drug
trafficking systems and to remove drug traffickers through a cooperative program of
investigation, prosecution, and asset forfeiture.
The City has been a longtime participant in the Snohomish Regional Drug Task Force
(SRDTF). The City of Arlington entered info an interlocal agreement with the SRDTF in
September of 2017 and extended such several times. The most recent ILA expired
December 31, 2020. Discussion followed with Chief Ventura answering Council questions.
ADMINISTRATOR AND STAFF REPORTS

MAYOR'S REPORT
Mayor Tolbert stated she hopes the Councilmembers are watching the early action in the
legislature. For a year when a limited number of bills were to be dropped, a lot of bills have
been dropped. She encouraged Councilmembers to review the Association of Washington
Cities (AWC) bulletins to see how things are progressing.
COMMENTS FROM COUNCILMEMBERS
Councilmember Mike Hopson read a statement from AWC's 2021 Legislative Priorities
regarding statewide policing reform.
COUNCILMEMBER REPORTS
Councilmember Jan Schuette provided reports regarding Community Transit and
Transportation Improvement Board.
