Councilmembers Present: Heather Logan, Rob Toyer, Debora Nelson, Michele Blythe,
Yvonne Gallardo-Van Ornam, and Jan Schuette.
Council Members Absent: Leisha Nobach, excused.
Staff Present: Mayor Don Vanney, Paul Ellis, Bryan Terry, Jonathan Ventura, Kris Wallace,
Jim Kelly, Dave Kraski, and Julie Petersen.
Also Known to be Present: Nathan Senff, Tim Abrahamson, Amalia Beyer, Kathy Vanney,
Jeff Pugh, and Drew Bono.
Mayor Don Vanney called the meeting to order at 6:00 pm, and the Pledge of Allegiance and
roll call followed.
APPROVAL OF THE AGENDA
Mayor Pro Tern Michele Blythe moved to approve the agenda as presented. Councilmember
Rob Toyer seconded the motion, which passed with a unanimous vote.
INTRODUCTION OF S ECIAL GUESTS AND PRESENTATIONS
None.
WORKSHOP ITEMS - NO ACTION WAS TAKEN
Funding for Jensen Park Improvement Projects
City Administrator Paul Ellis requested Council approve the funding improvements to Jensen
Park that are included in the Parks and Recreation Master Plan. The total is approximately
$560,000 for the restroom and the cost for the expanded parking lot with project
management. The County has budgeted $100,000 and City staff is requesting $460,000 of the
City's Real Estate Excise Tax (REET 1) fund for this project. Discussion followed with Mr. Ellis
answering Council questions.
Funding for Pickleball Courts at Haller Middle School
City Administrator Paul Ellis requested Council approve funding for the pickleball courts at
Haller Middle School. The estimated cost to construct five pickleball courts at Haller Middle
School is $400,000. This project was not included in the City's 2025 capital budget. Staff is
requesting $200,000 from the construction sales tax fund, with Snohomish County's grant of
$200,000 to fund this project. Discussion followed with Mr. Ellis answering Council
questions.

Change Order #3 for 211th Place Improvement Project
Public Works Director Jim Kelly requested the Council to approve the funding for the
change orders for the 211th Place Corridor Improvement project. Unplanned conditions
have been encountered and solved mutually with the contractor to keep the project
progressing. Discussion followed with Mr. Kelly answering Council questions.
Airport First Quarter Report
Airport Director Marty Wray reviewed details of the first quarter report. Discussion followed
with Mr. Wray answering Council questions.
Police First Quarter Report
Police Chief Jonathan Ventura reviewed details of the first quarter report. Discussion
followed with Chief Ventura answering Council questions.
North County Regional Fire Authority (NCRFA) First Quarter Report
Fire Chief Dave Kraski reviewed details of the first quarter report. Discussion followed with
Chief Kraski answering Council questions.
ADMINISTRATOR AND STAFF REPORTS
City Administrator Paul Ellis had nothing to report.
MAYOR'S REPORT
Mayor Vanney had nothing to report.
COMMENTS FROM COUNCILMEMBERS
Councilmember Debora Nelson inquired about work on Division Street. Councilmember
Yvonne Gallardo-Van Ornam spoke about events she attended in the community and that she
was elected to the Snohomish County Parks Advisory Board.
COUNCILMEMBER REPORTS
Councilmembers had nothing to report this evening.

Jeff Pugh, Arlington, provided comment.
REVIEW OF CONSENT AGENDA ITEMS FOR NEXT MEETING
