Minutes of the Arlington
City Council Meeting
Councilmembers Present: Heather Logan, Rob Toyer, Debora Nelson, Michele Blythe
Yvonne Gallardo-Van Ornam, Leisha Nobach, and Jan Schuette.
Council Members Absent: None.
Staff Present: Mayor Don Vanney, Paul Ellis, Sarah Lopez, Marc Hayes, Amy Rusko, Jonathan
Ventura, City Attorney Oskar Rey, Chelsea Brewer, and Wendy Van Der Meersche.
Also Known to be Present: Kathy Vanney, Drew Bono, Heather Watland, Randy Nobach,
Tim Abrahamson, Nathan Senff, Kim Casteel, Nora Casteel, Joe Beardsley, Tim Knibbe, Gayle
Roeber, Jeri Rugvedt, Bob Nelson, Bill Kazan, Jay Lindberg, Rebecca Goodell, Mary Anderson,
Cristy Brubaker and family, Kevin Krieg, Diane Krieg, students Chayse Hall, Daniel Jackson,
Xander Andersen, Journey Welch and families.
Mayor Vanney called the meeting to order at 6:00 p.m., and the Pledge of Allegiance and roll
call followed.
APPROVAL OF THE AGENDA
Mayor Pro Tem Michele Blythe moved to approve the agenda as presented. Councilmember
Rob Toyer seconded the motion, which passed with a unanimous vote.
INTRODUCTION OF SPECIAL GUESTS AND PRESENTATIONS
Mayor Vanney introduced Cristy Brubaker and presented her with the Mayor's Volunteer
Award.
Mayor Vanney introduced Stilly Valley Chamber of Commerce Director Diane Krieg and
students who participated in the local competition of the National Civics Bee, which was
hosted in Arlington by the Stilly Valley Chamber of Commerce. Student Xander Anderson
spoke about his experience. Five students who participated moved to the state competition.
PROCLAMATIONS
Apraxia Awareness Day was read by Mayor Don Vanney.
Older Americans Month was read by Mayor Pro Tem Michele Blythe.
National Police Week was read by Councilmember Heather Logan.
Public Service Week was read by Councilmember Debora Nelson.
PUBLIC COMMENT
Jay Lindberg, Stanwood, provided comments.

CONSENT AGENDA
Mayor Pro Tem Michele Blythe moved, and Councilmember Debora Nelson seconded the
motion to approve the Consent Agenda that was unanimously carried:
1. Minutes of the April 21 and April 28, 2025 Council meetings
2. Accounts Payable: Approval of Claims Checks #113165 through #113269 dated
April 21, 2025, for $1,183,762.54.
PUBLIC HEARING
Interim Ordinance Approving Island Crossing Moratorium Extension
Community and Economic Development Director Marc Hayes requested Council approve
the Interim Ordinance Approving Island Crossing Moratorium Extension.
The public hearing was opened at 6:24 p.m.
Rebecca Goodell and Bill Kazen provided comments, and the public hearing portion was
closed at 6:27p.m. Community and Economic Development Director Marc Hayes responded
to comments, and Council comments were opened. Councilmember Debora Nelson
provided a brief comment.
The public hearing was closed at 6:31 p.m.
Mayor Pro Tem Michele Blythe moved, and Councilmember Debora Nelson seconded the
motion to approve to approve the ordinance extending a moratorium on the issuance of
development permits within the Island Crossing subarea and authorized the Mayor to sign
it. The motion passed unanimously.

COMMENTS FROM COUNCILMEMBERS
None.
ADMINISTRATOR & STAFF REPORTS
City Administrator Paul Ellis stated that he provided Councilmembers with a list of
legislative bills that the City is tracking. Councilmember Debora Nelson requested a list of
projects with a grant update.
MAYOR'S REPORT
Mayor Vanney stated that he received a letter from Puget Sound Regional Council (PSRC)
and that Community and Economic Development has completed the 2024 Comprehensive
Plan. He congratulated Director Marc Hayes and Deputy Director Amy Rusko.
