Councilmembers Present: Heather Logan, Rob Toyer, Debora Nelson, Michele Blythe,
Leisha Nobach, Yvonne Gallardo-Van Ornam and Jan Schuette.
Council Members Absent: None.
Staff Present: Mayor Don Vanney, Paul Ellis, Sarah Lopez, Jim Kelly, Jonathan Ventura,
Chelsea Brewer, Marty Wray, Lorene Robinson, Monroe Whitman, and Julie Petersen.
Also Known to be Present: Kathy Vanney, Randy Nobach, Ellis Nobach, Heather Watland,
Drew Bono, Tim Abrahamson, Dave Kraski, Nathan Senff, Doug Bartley and Debbie Bartley.
Mayor Don Vanney called the meeting to order at 6:00 pm, and the Pledge of Allegiance and
roll call followed.
APPROVAL OF THE AGENDA
Mayor Pro Tern Michele Blythe moved to approve the agenda as presented. Councilmember
Rob Toyer seconded the motion, which passed with a unanimous vote.
INTRODUCTION OF SPECIAL GUESTS AND PRESENTATIONS
None.
WORKSHOP ITEMS - NO ACTION WAS TAKEN
Reclassification of Existing Public Works Utilities Class III Job Descriptions to Class
III -Lead Positions
Public Works Director Jim Kelly reviewed the reclassification of existing Public Works
Utilities Class III job descriptions to Class III Lead positions.
These positions will take on performance evaluations and full scheduling approvals for
assigned utility crews. The job descriptions have been reviewed by the HR Department and
AFSCME Union. The proposed pay range is 39, which is in alignment with the pay
progression of the other positions. The budget impact is within Public Works 2025-2026
budget. Discussion followed with Mr. Kelly answering Council questions.
Phase Three of Airport Fiber Installation Project
Airport Operations Manager Monroe Whitman and Airport Operations Coordinator Lorene
Robinson reviewed the details of the contract for the Airport Fiber Installation Project -Phase
Three with Cannon Construction, LLC in the amount of $284,777.79.

This project was approved as part of the airport's biennial budget and will be completed in
2025 under state contract. The City's IT Department will fund a portion of this project as it
aligns with the City's long-term fiber installation objectives. Fiber will be installed in the
northeast area of airport property. At the May 20, 2024 Council meeting, the City Council
approved the first two phases of fiber installation under one state contract with Cannon
Construction, LLC. The project's first two phases included fiber installation in two locations
near the south end of the airport. Discussion followed with Mr. Whitman and Ms. Robinson
answering Council questions.
Airport Quarterly Report
Airport Director Marty Wray reviewed the department's quarterly report. Discussion
followed with Mr. Wray answering Council questions.
Community Engagement Quarterly Report
Community Engagement Director Sarah Lopez reviewed the department's quarterly report.
Discussion followed with Ms. Lopez answering Council questions.
Police Quarterly Report
Police Chief Jonathan Ventura reviewed the department's quarterly report. Discussion
followed with Chief Ventura answering Council questions.
North County Regional Fire Authority Quarterly Report
Deputy Chief of Operations Dave Kraski reviewed the department quarterly report.
Discussion followed with Deputy Chief Kraski answering Council questions.
ADMINISTRATOR AND STAFF REPORTS
City Administrator Paul Ellis shared that Community and Economic Development is working
with the Food Truck Association on their permitting process.
MAYOR'S REPORT
Mayor Vanney had nothing to report.
COMMENTS FROM COUNCILMEMBERS
Councilmember Michele Blythe provided information about the meetings she scheduled
with the legislators.
