National EMS Week
WHEREAS, emergency medical services is a vital public service; and
WHEREAS, the members of emergency medical services teams are ready to provide lifesaving care to those in need 24 hours a day, seven days a week; and
WHEREAS, access to quality emergency care dramatically improves the survival and recovery rate of those who experience sudden illness or injury; and
WHEREAS, emergency medical services has grown to fill a gap by providing important, out of hospital care, including preventative medicine, follow-up care, and access to telemedicine; and
WHEREAS, the emergency medical services system consists of first responders, emergency medical technicians, paramedics, emergency medical dispatchers, firefighters, police officers, educators, administrators, pre-hospital nurses, emergency nurses, emergency physicians, trained members of the public, and other out of hospital medical care providers; and
WHEREAS, the members of emergency medical services teams, whether career or volunteer, engage in thousands of hours of specialized training and continuing education to enhance their lifesaving skills; and
WHEREAS, it is appropriate to recognize the value and the accomplishments of emergency medical services providers by designating National Emergency Medical Services Week.
NOW THEREFORE, I, Barbara Tolbert, Mayor of Arlington, in recognition of this event, do hereby proclaim the week of May 16-22, 2021, as
National Emergency Medical Services Week in Arlington, Washington. National Public Works Week
WHEREAS, public works professionals focus on infrastructure, facilities, and services that are of vital importance to sustainable and resilient communities, and to the public health, high quality of life, and well-being of the people of Arlington; and,
WHEREAS, these infrastructure, facilities, and services could not be provided without the dedicated efforts of public works professionals, who are engineers, managers, and employees at all levels of government and the private sector, who are responsible for rebuilding, improving, and protecting our nation’s transportation, water supply, water treatment and solid waste systems, public buildings, and other structures and facilities essential for our citizens; and,
WHEREAS, it is in the public interest for the citizens, civic leaders, and children in Arlington to gain knowledge of and to maintain an ongoing interest and understanding of the importance of public works and public works programs in their respective communities; and,
WHEREAS, the year 2021 marks the 61st annual National Public Works Week sponsored by the American Public Works Association;
NOW, THEREFORE, I, Barbara Tolbert, Mayor of Arlington, do hereby proclaim the week May 16–22, 2021, as
National Public Works Week in Arlington, Washington. APPROVAL OF THE AGENDA Councilmember Marilyn Oertle acting as Mayor Pro Tem, moved to approve the agenda as presented. Councilmember Debora Nelson seconded the motion, which passed with a unanimous vote.

PROCLAMATIONS Councilmember Michele Blythe read the proclamation for Older Americans Month. Mayor Barb Tolbert read the proclamation for Public Service Recognition Week.
PUBLIC COMMENT John Graham, President of the Northwest Quad Association, based in Everett, Washington, stated that Snohomish County passed an Ordinance allowing Wheeled All-Terrain Vehicles (WATVs) to operate on County roads at 35 mph or less, with other local cities passing ordinances, as well. WATV tourist routes have been established in Snohomish County. He requested Council adopt an ordinance allowing WATVs to operate within Arlington city limits, so routes can be extended and connected. Mayor Tolbert stated that the subject of WATVs would be discussed at a Council workshop later in the month.

Budget Amendment Request for Laserfiche Consulting with Cities Digital Incorporated
(CDI) IT Director Bryan Terry requested Council approve a budget amendment request for Laserfiche consulting with Cities Digital Incorporated (CDI) for the purchase of a 100-hour block of consulting services with CDI and integration with the City’s financial system, Caselle. Councilmember Marilyn Oertle, acting as Mayor Pro Tem moved and Councilmember Debora Nelson seconded the motion to approve the request for a 2021 budget amendment for the purchase of a 100-hour block of consulting services with CDI, and integration with the City’s financial system, Caselle. The motion passed unanimously.
Low Bid Award for the 2021 Utility Improvement and Pavement Preservation Project
to Reece Construction Company Public Works Director Jim Kelly requested Council award the 2021 Utility Improvement and Pavement Preservation Project to Reece Construction Company. Councilmember Debora Nelson moved and Councilmember Don Vanney seconded the motion to award the 2021 Utility Improvement and Pavement Preservation Project to Reece Construction Company in the amount of $2,139,164.47, and authorized the Mayor to sign the construction contract. The motion passed unanimously.
Resolution Adopting a Revised Fee Schedule Community and Economic Development Director Marc Hayes requested Council approve a Resolution adopting an updated fee schedule. Councilmember Marilyn Oertle, acting as Mayor Pro Tem, moved and Councilmember Debora Nelson seconded the motion to approve the resolution replacing Resolution No. 2020-016, and adopting a revised fee schedule, and authorized the Mayor to sign the resolution. The motion passed unanimously.

Transfer of the City of Arlington Library Building and Property to Sno-Isle Intercounty
Rural Library District Administrative Services Director / HR Director James Trefry requested Council approve the transfer of the City of Arlington Library building and property to Sno-Isle Intercounty Rural Library District. Councilmember Marilyn Oertle, acting as Mayor Pro Tem, moved and Councilmember Debora Nelson seconded the motion to approve the Agreement for the transfer of the City of Arlington Library Building and Property to Sno-Isle Intercounty Rural Library District, and authorized the Mayor to sign it. The motion passed unanimously.
COMMENTS FROM COUNCILMEMBERS Councilmember Mike Hopson asked when Chris Collier from Alliance for Housing Affordability is scheduled to speak before the Council. The Mayor and City Administrator Paul Ellis stated there is not a date set for Mr. Collier to speak yet. Community and Economic Development Director Marc Hayes is in the process of working with Mr. Collier to set a date.
ADMINISTRATOR & STAFF REPORTS City Administrator Paul Ellis provided information regarding traffic congestion on 172nd Street due to trucks hauling to the future site of Amazon. Discussion followed with Mr. Ellis and Mayor Tolbert answering Council questions.

WORKSHOP ITEMS – NO ACTION WAS TAKEN
Change Order #2 for Fire Station 48 City Administrator Paul Ellis reviewed the Change Order #2 for Fire Station 48. Change Order #2 addresses unforeseen items that were encountered during construction, as listed on the Change Order Proposal Log. The total of all changes in Change Order #2 is $47,575.18. These funds will be taken from the project contingency at 10% of the construction cost. The project is currently about 56% complete. The City of Arlington began construction of Fire Station 48 in September of 2020, and is scheduled to be substantially completed by August 31, 2021. Discussion followed with Mr. Ellis answering Council questions.

Resolution Declaring Used Information Technology Equipment as Surplus Finance Director Kristin Garcia reviewed the resolution authorizing the sale of surplus Information Technology (IT) equipment. The Finance Department is asking Council to approve a Resolution declaring used Information Technology equipment as surplus and authorizing their sale. This resolution would authorize the technology equipment to be declared as surplus and sold, as needed, in lieu of bringing a formal list to Council every time equipment is determined to be obsolete. Due to the volume of equipment replaced on a regular basis, it is more efficient to have an authorizing resolution in place so assets can be disposed of when needed. The Information Technology Department performs an annual inventory of all technology equipment, and makes a determination if the equipment is obsolete and no longer of value. The new resolution added an additional step requiring the Finance Director or City Administrator to review and sign off on any equipment declared as surplus. In May of 2009, Resolution No. 786 was originally approved by Council authorizing annual technology equipment be declared surplus without requesting Council approve each piece of equipment deemed obsolete. Staff recommends an updated resolution with the current Mayor and Council approval. Discussion followed with Ms. Garcia answering Council questions.
Change Order #4 for 204th Street Roundabout Public Works Director James Kelly reviewed Change Order #4 for the 204th Street Roundabout. Change Orders #1-3 have all been small enough to not require Council approval. The 204th Roundabout Project is complete and the final construction quantifies tabulated; an increase in several line items requires a Change Order #4 to the contract. During construction, unsuitable soil was encountered which required unplanned excavation and additional import of backfill. Also during construction, increased flagging was required to maintain business travel and maintain proper control of traffic. Discussion followed with Mr. Kelly answering Council questions. Low Bid Award for 173rd Street, Phase 1 Public Works Director Jim Kelly reviewed the certified 173rd Street, Phase 1 Tabulation of Bids and award the project to low bidder. The City has been planning for the installation of a new two-lane road, 173rd Street NE, between Smokey Point Blvd and Airport Blvd (51st Ave). This project was first identified in the City’s 2005 Comprehensive Plan and procurement of needed right-of way started in 2010. Development delays and funding issues have required that the construction of this road be completed in a phased approach. The first phase of 173rd Street spans from Smokey Point Blvd on the west to approximately 100 feet past 40th Ave on the east. The project design is complete, and has been publically bid in early April with bids opened on April 22, 2021. A total of nine bids were received with Reece Construction being the certified low bidder. Discussion followed with Mr. Kelly answering Council questions.
Supplement #1 to the SCJ Alliance Contract for Island Crossing Public Works Director James Kelly reviewed Supplement #1 to the SCJ Alliance contract for the Island Crossing Roundabout design. This is a supplement to the existing contract with SCJ Alliance for the SR 530 Island Crossing Roundabout project. The City awarded SCJ Alliance the design contract for the SR 530/Island Crossing Roundabout project in December of 2019. As the design progressed, additional services were needed for Intelligent Traffic Systems (ITS), Geotechnical investigation services, and Utility Design services. This additional work requires a contract supplement in the amount of $40,375.00. Initial Contract Amount $ 266,025.00 Supplement #1 $ 40,375.00 Revised Contract Amount $ 306,400.00 Discussion followed with Mr. Kelly answering Council questions.
Resolution to Amend Cemetery Fee Schedule Public Works Director James Kelly reviewed the Cemetery Board Memorandum of Recommendation Fee and Rule Changes and red lined Resolution. The Cemetery Board recommends changes to the Cemetery fees and rules. Arlington Cemetery fees and rules are evaluated by the Cemetery Board with recommended changes forwarded to City Council for consideration. The last Cemetery fee and rule adjustment was in 2010. City staff and the Cemetery Board met on-line during this pandemic to evaluate the current Cemetery Fee schedule to make sure the fees adequately covered the cost for services and were comparable to nearby and similar cemeteries. During these same on-line meetings, the Cemetery Board also evaluated cemetery rules pertaining to service opening and closings in order to develop a structured service schedule that will better serve customers and meet City staff limitations. A memorandum containing the Cemetery Board 2021 recommended fee adjustment and rule changes was presented to Council for consideration. Discussion followed with Mr. Kelly answering Council questions.

Modification to Salary Schedule for Non-Represented Employees for 2021 Administrative Services Director James Trefry reviewed the modification to the salary schedule for non-represented employees for 2021. Job descriptions for Planning Manager and Enterprise Data and Technology Manager and proposed modifications to 2021 non-represented employees pay schedule documents were also reviewed by Community and Economic Development Director Marc Hayes and Public Works Director James Kelly. Community and Economic Development and Human Resources are requesting a revision to the 2021 pay plan to add the new classifications of Planning Manager. Public Works and Human Resources are also requesting the new classification of Enterprise Data and Technology Manager. There is no requested change to the budget allocation for Community and Economic Development or Public Works. The existing salary schedule was adopted on November 2, 2020 as part of the 2021/2022 Biennial Budget, and amended on April 19, 2021. Discussion followed with Administrative Services James Trefry answering Council questions.

MAYOR’S REPORT Mayor Tolbert stated she went to Arlington’s opening day of the Farmer’s Market last weekend. She also stated that plastic shields have been received for Council Chambers future in-person meetings. Mayor Tolbert thanked Councilmembers for quickly sending their ideas to her regarding the American Rescue Plan.

RESOLUTION NO. 2021-XXX
A RESOLUTION OF THE CITY OF ARLINGTON DECLARING USED
INFORMATION TECHNOLOGY EQUIPMENT AS SURPLUS AND AUTHORIZING THEIR SALE
WHEREAS, the City frequently comes into the possession of used computers,
servers, monitors, printers, phones and other information technology equipment which have
no value except scrap value and which sometimes cost money to dispose of; and
WHEREAS, the used information technology equipment are of no use to the City
and are therefore surplus to the needs of the City;
NOW THEREFORE, the City of Arlington, acting by and through its City Council, does
hereby resolve as follows:
1. Any used information technology equipment determined by the Information
Services Department to be outdated, worth less than the cost of repair, or
valueless shall be and hereby declared surplus to the needs of the city.
2. Staff is instructed to sell all surplus information technology equipment for the
available price at private sale or properly dispose of those that it is unable to
sell.

Change Order Description:
Bid Items:
Bid Item #22 – Gravel Borrow Incl. Haul – During roadway excavation on Olympic and on 77th Place unsuitable soils
were found to a depth of about 3 feet below grade. This unsuitable soil (soil with many organics and
uncompacting) need to be removed to properly prepare the road base. The removed soil was replaced with
additional gravel borrow resulting in a larger quantity that was originally in the Plans. This Change Order adjusts
this quantity to the actual amount of Gravel Borrow Incl. Haul that was required to replace the unsuitable soils.
Bid Item #26 – Crushed Surfacing Base Course – Due to the increased limits of asphalt removal and grading, in
addition to some removal of unsuitable soils on Olympic and 77th Pl (see Bid Item #22 above), additional CSBC was
required to properly prepare and grade the road base for new asphalt. The amount of additional CSBC required
beyond the original design quantity is primarily due to an error in the Design. This Change Order adjusts this
quantity to the actual amount of CSBC that was required to property prepare and grade the road base in
preparation for paving.
Bid Item #110 – Flaggers – Additional flagger hours were required on this project for several reasons.
1. The City required traffic to be open in both directions on 204th at all times requiring at least 4 to 5 flaggers
to be on site during construction, especially to limit impacts to SR 9 and to control 77th Pl, as it is a dead
end street. The Traffic Control Plans as provided by the Consultant were not feasible with the number of
flaggers specified due to the amount and type of traffic on 204th (busses and trucks), thus requiring
additional flaggers at times and additional hours.
2. When Reece mobilized onto the site, Right of Way was still being acquired from the NE corner of the
intersection. Due to the contractor’s inability to work on this corner as planned to the full extent of the
Contract and Plans, working days were counted at a reduced rate (50%) for the first 4 weeks. This
effectively increased the number of flagger hours required due to the additional days of construction to
compensate for the reduced rate of working days.
3. Due to larger trucks not following the prescribed detour route the project had several issues with
damaged curbs while allowing them to cure, especially overnight. The curb for the truck apron and
sidewalk on the SW side of the project was struck several times and had to be replaced. During
replacement it was required to have flaggers on site for 48 hours straight to direct trucks to use the detour
route and prevent them from continually damaging the curb.
For the above reasons the projects Flagger hours under this bid item increased significantly beyond what was
in the Contract Plans. This Change Order adjusts the flagger hours to the actual hours required to complete
the project.

Overview
The objective of this amendment is to incorporate WSDOT ITS elements into the project design and contract
documents and to assist the City with coordinating and managing Geotechnical investigation work.
This addendum will add the following to the current contract:
Phase 11 – ITS System
Phase 12 – Geotech Coordination
Phase 13 – Utility Design (Water/Sewer)
Phase 11(new) – ITS System
This phase of work consists of coordinating with WSDOT on the selection, design, and construction documents
of ITS system components for the roundabout located on SR 530. The proposed roundabout will have loop
detection on all legs and a CCTV camera for monitoring. To complete the WSDOT ITS system, we will need to
complete the following:
¨ Complete the WSDOT Intelligent Transportation Systems (ITS) Systems Engineering Analysis Worksheet.
¨ Meeting with WSDOT to review ITS Worksheet and confirm scope.
¨ Coordination with PUD for overhead fiber cabling.
¨ ITS preliminary plan (layout, foundation details, fiber splicing, cabinet details).

Understanding:
· We estimate that this system will consist of loop detection on each roundabout leg and one CCTV

Phase 13(new) – Utility Design
Utility design for this project consists of extending the water and sewer mains for future development. This
phase of work will develop engineering plan sheets identifying layout of water and sewer conveyance locations
and sizes, as well as the corresponding contract documents (special provisions and cost estimate).
Task 1 Utility Design (60% Level)
At this stage, plans will be developed to submit to the utility owners for review comments. The following plans
will be provided:
1) Sewer Plan & Profile Sheet: This will show horizontal and vertical control of the 8-inch gravity sewer. As
well as, utility crossing locations and service connections within SR530 right-of-way, if any.
2) Water Plan & Profile Sheet: The domestic water main will connect to an existing 10-inch ductile iron
main, extend east through the roundabout, and end at a new hydrant/blow-off assembly.
Task 2 Construction Documents (90% Level)
SCJ will utilize the 60 percent review to refine the utility design to construction level documents. The following
tasks will be completed as part of this task.

1) Utility Plans – Update the Water and Sewer Plans with any comments provided by the client, WSDOT,
and the rest of the project team. Provide non-standard utility detail items, if any. Standard City and
WSDOT details will be referenced, but not provided, on the water and sewer plans.
2) Specifications – SCJ will prepare specifications for the utilities to add to the overall project specifications.
3) Cost Estimate – SCJ will add costs associated with the utilities to the overall project cost estimate based
upon the 90% plans.
Task 3 Final Bid Package
The Project Team will make final revisions to the contract drawings, specifications, and cost estimate based upon
the 90 percent review comments. Plans will be stamped and signed by a professional engineer ready for bid
advertisement.

Re: Cemetery Board Recommended Fee and Rule Changes
In an effort to ensure the Arlington Cemetery operates efficiently, is sustainable, and continues to offer affordable
services to the community, the Cemetery Board reviewed the current Cemetery Fee Schedule and Cemetery
Rules. This memorandum summarizes the Cemetery Board’s analyses and recommended changes.
Cemetery Price Schedule - The Cemetery Fee Schedule has not reflected a price increase since 2010. As such,
the Cemetery Board requested that the Cemetery Fee Schedule be evaluated by staff in a similar manner as in
2010 analysis (a benchmark analysis).
Cemetery staff performed a cursory benchmark fee analysis from three local cemeteries, Marysville Cemetery,
Evergreen Cemetery (Everett), and Bayview Cemetery (Bellingham), to see how Arlington Cemetery’s fees compared
to other cemeteries in the local area and overall pricing effectiveness. It was difficult to match services offered by
the Arlington Cemetery with services from the price lists of the comparing cemeteries, many items and services are
not an exact match. The primary cemetery used for final analysis was the Marysville Cemetery as it was
determined to be the closest in proximity and price and is most often the site that customers are comparing
Arlington Cemetery to when looking at burial places; it was also the primary benchmark cemetery used in the 2010
analysis.
Results of benchmark study along with recommended fee increases were presented to the Board and, after review
of the findings; the Board is requesting the city move forward with a fee adjustment. A copy of the 2021 Proposed
Cemetery Fee Schedule is attached to this memorandum.
As part of the 2021 fee changes, staff have increased the percentage of lot/niche sales that goes toward the
Endowment Fund back to 20%. The endowment fee had been reduced to 10% when the cemetery was having
financial issues in 2017. The Endowment fund contribution is required by RCW to cover cemetery expenses once
all burial plots have been sold.
Cemetery Rule Changes - The Cemetery Board is proposing the following two changes to the current Cemetery
Rules (2013):

The Cemetery recognizes that mitigating circumstances may arise necessitating a burial outside of normal
hours. This can be arranged, subject to the availability of Cemetery staff. Overtime fees will be incurred if
the burial is outside the above interment schedule or on a holiday. No burials will be allowed on Sunday.
- (RULE 3.16) Disinterment Services - Remains once interred in Arlington Municipal Cemetery are
considered permanently disposed of; removal from one grave to another within the Cemetery, or removal
from Arlington Municipal Cemetery to any other Cemetery is strongly discouraged. However, when
permitted or ordered by legal decree, Cemetery staff will contract disinterment services with Wilbert
Funeral Services, or other licensed cemetery contractor, to disinter earthly entombment from both
traditional burials and cremated burials; and disinter cremated remains from columbariums.
The 2021 Proposed Cemetery Price Schedule and Cemetery Rule changes as described in this memorandum
are hereby endorsed and recommended by the Arlington Cemetery Board:

A RESOLUTION OF THE CITY OF ARLINGTON, WASHINGTON REPLACING RESOLUTION NO. 2017-
008 AND ADOPTING A REVISED CEMETERY FEE SCHEDULE
WHEREAS, the City Council, through ordinance, has adopted regulations requiring certain actions
and services; and,
WHEREAS, these various ordinances set forth that fees shall be set by resolution; and,
WHEREAS, the cost of providing these various services consistent with applicable codes,
regulations, and policies periodically increase or decrease, or certain services or practices are
discontinued and fees are no longer needed; and,
WHEREAS, it is the intent of the City of Arlington to charge appropriate fees and charges that are
consistent with the services provided and to cover the public cost of providing these various services so
that the public is not subsidizing individual benefits derived therefrom;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ARLINGTON AS
FOLLOWS:
The following rates, fees, and charges for cemetery services provided, actions performed, or items sold
by the city and/or its contract service providers, are hereby adopted:
Section 1. Fees and Charges- General.
1.1 Fees. Fees are intended to cover the normal, recurring costs associated with providing a
given service. Fees are non-refundable.
1.2 Prices. In some instances, the City provides certain goods and merchandise for sale.
Prices for these goods may be included in this resolution.
1.3 Payment Due. Fees are due at the time the action is requested (e.g., at time of
application) or occurs (e.g., prior to a specific action). An applicant may pay all fees of a
multi-phased project in advance; however, doing so does not vest applicable fees due.
Fees due are those in effect at the time the specific action or phase of an action is
requested or occurs.
Section 2. Cemetery Fees. Fees and prices for various services, actions, and merchandise for
cemetery use shall be as listed in Table 1: Cemetery Fees and Prices.

Title: Planning Manager

Job Summary:
The Planning Manager position is a high-level planning position which requires an
undergraduate degree in a closely related field and advanced planning experience. This position
is primarily tasked with overseeing long-range plans (particularly the Comprehensive Plan) and
City land-use regulations; coordinating the creation and amendment of plans and regulations
with affected stakeholders, City departments, the Planning Commission and City Council;
completing complex planning assignments; and attending relevant meetings and giving
presentations as required.
The Planning Manager is involved with larger and more complex planning assignments
including review and processing of more complex land-use permit applications, and long range
plan development such as the Comprehensive Plan and the Housing Action Plan.
The Planning Manager oversees the work of both the Planner I and Planner II to ensure planning
efforts are coordinated and consistent.
Essential Communications Job Functions:
• Oversees complex planning projects including analyzing and evaluating site and
architectural plans, performing technical review for routine project plans and
applications, and making recommendations.
• Coordinates and performs research and analyses pertaining to the Comprehensive Plan,
subarea plans, grant programs, related municipal ordinances and policy; prepares related
reports and recommendations, and renders professional advice regarding planning issues.
• Writes and reviews initial studies; coordinates the preparation of environmental impact
reports, recommends determinations of the environmental impact of projects; reviews
environmental documents of other agencies.
• Provides direction to Planner I’s and Planner II’s on assigned projects; coordinates and
reviews the preparation of various reports, correspondence, tabulations, and summaries;
provides input regarding the quality of performance to supervisors.
• Coordinates and attends various meetings for the purpose of providing and receiving
information regarding projects and proposals; as assigned, attends and represents the
City’s interests or policy position on issues including making presentations before
authoritative bodies such as the Planning Commission, Design Review Board, City
Council, and the boards, task forces, and legislative bodies of other governmental
agencies.

• Attends regional planning meetings (e.g. PSRC, SCT, PAC, etc.) representing the City’s
interests and/or policy position on various planning issues.
• Conduct site inspections, including determining if projects are in compliance with laws,

Definition
The City of Arlington’s goal of using technology to improve efficiency requires management of
the technology and data generated. The purpose of the Enterprise Data and Technology Manager
(EDTM) is to lead the development and management of Public Works data strategy and
technology. The EDTM integrates geospatial technology and solutions to improve the Public
Works return on investment from a variety of software and software-generated data. The EDTM
manages and supervises the Geographic Information Systems (GIS) Department and ensures data
synchronization, clean-up, mitigation and transfer between GIS and other Public Works sections.
The EDTM ensures Public Works staff have the appropriate technological tools and training to
work efficiently. The EDTM also works collaboratively with the City’s Information Technology
Department to ensure the integrity and security of Public Works technology. The EDTM sets
innovation and efficiency targets of the Public Works data management while working
collaboratively with Public Works Managers, Supervisors and Leads on best data management
practices, data integration and technological solutions.
Essential Job Functions:
● Develop and maintain Public Works strategic roadmap to deliver enterprise wide data
management solutions and best practices to meet diverse needs.
● Implements technology to improve data acquisition/analysis across Public Works.
● Identifies, oversees and provides coaching of Public Works staff for process solutions,
analytics capabilities and database usages including queries, dashboards and reporting.
● Manages and supervises GIS staff and activities, coordinates development of GIS
enterprise systems, ensures integrity and security of geospatial databases and collaborates
with internal and external customers.
● Implements controls, data structures and promotes data usage across Public Works.
● Controls, documents and evolves data and software lifecycles for GIS, Water and
Wastewater plant software and all field data collection software.
● Manages the Public Works asset management system and trains staff on asset management
technology and proper asset management procedures.
● Improves data communication while reducing silos between and across Public Works
groups.
● Manages and develops the City’s GIS Portal and ArcGIS Online accounts.
● Supervises the GIS architecture and databases while integrating other systems for better
analysis and dashboarding.
