Tara is now ready to retire as a police dog. Although she is a member of the police force, she is considered personal property, and as such, the City must declare her as “surplus” for purposes of disposing of her. The City wishes to make sure that Tara spends the rest of her life with her handler, Officer Kendahl Metcalfe. HISTORY: ALTERNATIVES Remand to staff for additional information. RECOMMENDED MOTION: Workshop; discussion only. At the March 1, 2021 Council meeting, the recommended motion will be, “I move to approve the resolution acknowledging the service of police dog ‘Tara’, declaring her as surplus, and authorizing her disposition to her handler, Officer Kendahl Metcalfe, and authorize the 1 RESOLUTION NO. 2021-xxx A RESOLUTION OF THE CITY OF ARLINGTON ACKNOWLEDGING THE SERVICE OF POLICE DOG "TARA", DECLARING HER AS SURPLUS, AND AUTHORIZING HER DISPOSITION TO HER HANDLER WHEREAS, the City has been well served by its police dog “Tara” who has served the Police Department of the City of Arlington and Arlington’s citizens for several years; and WHEREAS, it is time for Tara to retire as a police dog; and WHEREAS, although she is a valued member of the police force, she is considered personal property and as such the City must declare her as “surplus” for purposes of disposing of her; WHEREAS, the City Council finds that the City is unlikely to receive significant value in a sale of Tara, and the City wishes to make sure she spends the rest of her life with her beloved handler, Kendahl Metcalfe; NOW, THEREFORE, the City of Arlington, acting by and through its City Council, does hereby resolve as follows: 1. The City Council recognizes the valuable contributions made by “Tara”, its eight year old black lab police dog, to the citizens of Arlington. 2. “Tara” is hereby declared surplus to the needs of the City and should be permitted to retire. 3. City staff is authorized and directed to transfer “Tara” by bill of sale to its handler, Kendahl Metcalfe, per the Bill of Sale attached hereto as Exhibit “A”. HISTORY: The City of Arlington is designing a roundabout for the intersection of Smokey Point Blvd and SR-530. The prime design consultant for this project is SCJ Alliance; HWA Geosciences, Inc. is a sub consultant performing project geotechnical services. HWA has already completed the initial phase of geotechnical investigation determining soil strength for roundabout construction, this phase of work will determine soil infiltration capacity to support project infiltration pond design. Retail grew by 11% while construction decreased by 4%. “Other” grew by 35% which includes the information sector, agriculture, transportation and utilities. Retail Construction Mfg. January revenues are down 42% ($4,683.63) from January of last year. OTHER INFORMATION Utility Billing Delinquent Accounts – Delinquent accounts continue to grow and outreach efforts are being made to let customers know of their payment options. Senate Concurrent Resolution 8402 and Proclamation 20-23.14 extends utility shut off/late fee prohibitions until the termination of the COVID-19 emergency or April 30, whichever comes first. As of January 27, 2021, there were 188 residential accounts on the delinquent list which is slightly more than double a normal shut off. The total amount of delinquent accounts is $63,998. Of those accounts, 8 have balances of $1,000 or more, 32 have balances between $500 - $1,000 and 89 accounts have balances of $200 or less. There were 17 commercial accounts on the list totaling $17,432, 3 of those with balances over $1,000. Will need to move approved 2020 budget into Murraysmith contract – design services to the CIC to support st Utilities capital budget. 2/1/2021 Contract with Zachor & Thomas for prosecution services City of Arlington Council Agenda Bill Item: WS #7 Attachment G Community and Economic Development Monthly Status Report Reporting Period: January 2021 Staffing Report: • Our Code Compliance Officer, Nalini Margaitis, has accepted a position with the City of Bellingham and her last day with Arlington was on January 29th. We are currently in the process of reviewing applications to fulfill that open position, and have interviews scheduled for February 19th. • Kristin Foster has been enrolled in the Leadership Snohomish County program since last September and there has been a notable difference in her confidence and ability to communicate and confront current issues that affect us all, both locally and nationally. Kristin has always been a very dedicated, caring employee, so it is so great to see this next level of personal growth occurring, and honing her skills for a future leadership role. Update on Current Contracts: • BERK contract for Planned Action EIS for the Arlington portion of the Cascade Industrial Center has concluded, with the Planned Action being adopted at the January 19, 2021 City Council meeting. • Complete Streets project (59th Ave.) Design in progress. • Blueline Group contract for the Housing Action Plan (HAP). The final version will be presented to Planning Commission on March 16th for recommendation to City Council and City Council will be presented with the plan at the March 22nd Workshop and heard at a Public Hearing on March 29th for adoption. Challenges: • Continuing to negotiate with the project “Roxy” developer over transportation related items and conditions within the proposed Development Agreement. We continue to get closer to an agreement, but this process has consumed an incredible amount of staff time up to this point. Opportunities: • City staff attended a Webinar with the Department of Revenue for orientation of the Business Licensing Services (BLS) program, which will become effective summer 2021. BLS is the one-stop shop for Washington state and local licensing, offering nearly 600 license types representing about 25 state agency licensing programs and most cities. Chapter 35.90.020 RCW requires any city with a general business license to participate in BLS’s combined service. The legislation has specific deadlines. If the city does not complete partnership with BLS by December 31, 2022, it may no longer enforce its local business licenses until it partners with BLS. • New Programs/General Information Meetings: • Met with Snohomish County PUD and City of Marysville to discuss electrical infrastructure needs for development within the CIC, which affect both cities, and the PUD in regards to planning for both current, and future demands of incoming industries. • Met with potential developer who proposed converting the old High School “A Building” into condos and a community meeting facility. • Met with owner of Solid Rock Creations to construct a 2000 sf addition to the existing business on 67th Ave. • Met with Williams Investments to discuss Phase II of Centennial Park at corner of 67th/172nd. • Met with the owners of Eviation, who produces a 9 passenger all electric commuter plane, and is currently building tenant improvements to several buildings located on the airport in which to produce the aircraft. • Met with developers that have interest in both the East Hill properties and the Lindsay Annexation properties. • Met with developer proposing to build 16 small (830 sf) cottage type single family homes for age restricted purchasers. This is being proposed on the Stewart parcel, located at 606 Highland Drive. • Met with developer proposing a mixed use project to be located at the corner of 85th Dr. /172nd St. We have reviewed several proposals for this same parcel over the past 3 years.
