NEW BUSINESS
Lodging Tax Advisory Committee Funding Recommendations Finance Director Kristin Garcia requested Council approve the 11 grant applications at 100% funding for each application totaling $97,086.00. Discussion followed with Ms. Garcia answering Council questions. Councilmember Debora Nelson moved and Councilmember Marilyn Oertle seconded the motion to approve the 11 grant applications at 100% totaling $97,086.00. The motion passed unanimously.
Ordinance Adopting the Lindsay Annexation Community and Economic Development Planning Manager Amy Rusko requested Council approve the Lindsay Annexation ordinance and authorize the Mayor to sign the ordinance and the required documents related to the annexation, for submittal to Office of Financial Management. Discussion followed with Ms. Rusko answering Council questions. Mayor Pro Tem Jan Schuette moved and Councilmember Marilyn Oertle seconded the motion to approve the Lindsay Annexation Ordinance and authorized the Mayor to sign the ordinance and the required documents related to the annexation. The motion passed unanimously.
Resolution Adopting an Updated Fee Schedule Community and Economic Development Planning Manager Amy Rusko requested Council approve the resolution updating the City’s fee schedule. The fees included in the schedule cover all departments in the City, and address items not included in the Arlington Municipal Code. Discussion followed with Ms. Rusko answering Council questions. Mayor Pro Tem Jan Schuette moved and Councilmember Heather Logan seconded the motion to replace Resolution No. 2020-021 and adopt the revised fee schedule in accordance with the Arlington Municipal Code. The motion passed unanimously.
Modification to Salary Schedule for Non-Represented Employees for 2022 Administrative Services Director James Trefry requested Council approve the revision to the 2022 Non-Represented pay plan to add the following: 1. New classification of Deputy Public Works Director, in a new pay grade “O”. 2. Police and Human Resources are also requesting to add the new classification of Police Lieutenant to existing pay grade M. 3. Maintenance and Operations and Human resources are requesting an increase in the hourly rate for pay grade A to a minimum rate of $17.00 and a maximum of $19.00. There is no requested change to the budget allocation for Maintenance and Operations or Police. Discussion followed with Mr. Trefry answering Council questions.
Mayor Pro Tem Jan Schuette moved and Councilmember Marilyn Oertle seconded the motion to approve the modification to the Salary Schedule for Non-Represented Employees for 2022, to be effective March 1, 2022. The motion passed unanimously.

COMMENTS FROM COUNCILMEMBERS Councilmember Don Vanney stated that the memorial service at the Airport for Commissioner Don Munson was great. Other Councilmembers agreed, and shared it was well attended, and that the family was appreciative. Mayor Pro Tem Jan Schuette attended the Snohomish County Committee for Improved Transportation (SCCIT) meeting. She stated that there will be a significant amount of funding coming from the federal government. Councilmember Schuette feels confident that Arlington will secure grants to complete the City’s transportation projects. Discussion followed stating which transportation projects were approved.
ADMINISTRATOR AND STAFF REPORTS None.
MAYOR’S REPORT Mayor Barb Tolbert announced that the House released their capital budget over the weekend, and the Civic Space at Smokey Point Park for $278,000.00 was included. The House is working with the Senate to get it reconciled into the final bill for approval.

WORKSHOP ITEMS – NO ACTION WAS TAKEN
Request for Airport Intern Position Airport Operations Manager Marty Wray reviewed the Airport’s request for an intern position. Increased demands and responsibilities, with changing challenges over the last several months, in particular, have created a demand for additional entry level/intern level work at the Airport. Traditionally, the airport has had an airport intern position, and has filled full-time vacancies through this process. New airport revenues can easily support this position. Discussion followed with Mr. Wray answering Council questions.
Financial Report for January 2022 Finance Director Kristin Garcia reviewed the January 2022 financial report. Discussion followed with Ms. Garcia answering Council questions.
INTRODUCTION OF SPECIAL GUESTS AND PRESENTATIONS Chris Collier, AHA Program Manager of Housing Authority of Snohomish County provided a presentation with the use of a PowerPoint about housing affordability. Discussion followed with Mr. Collier answering Council questions.
Community and Economic Development Quarterly Report Community and Economic Development Director Marc Hayes reviewed the first 2022 quarter report for Community and Economic Development. Discussion followed with Mr. Hayes answering Council questions.

ADMINISTRATOR AND STAFF REPORTS City Administrator Paul Ellis provided an update from Governor Inslee regarding mask wearing. Effective March 11 at midnight, the mask requirement for indoor public spaces is being lifted. Beginning March 12, staff will no longer be required to wear masks at indoor city facilities or in city vehicles. Masks will be provided for staff and members of the public who wish to wear them. Extra sanitation measures will be taken. In person public meetings will resume, with City Council meeting in person beginning April 3. City Council, Planning Commission, and Airport Commission will continue to be streamed on YouTube, and until further notice, the public may make a request to provide comment via Zoom. Mayor Tolbert stated that if a Councilmember will be out, and requests a Zoom link to join a meeting, only one person per meeting may join. It will be on a first come, first served basis. Councilmember Debora Nelson stated that when in-person meetings resume, she hopes workshops will resume in the around the table as before, and not at the dais. Mayor Tolbert indicated that it will depend whether IT can accommodate that with the new camera system.
MAYOR’S REPORT Mayor Tolbert provided an update on the Puget Sound Regional Council (PSRC) housing plan. She stated that this is the first time ever that a regional transportation planning organization has developed a housing plan. It has never been done before.
COMMENTS FROM COUNCILMEMBERS Councilmember Michele Blythe agreed with Councilmember Nelson’s comment about workshop setup. Councilmember Don Vanney requested an update regarding crosswalk striping. Mr. Ellis stated that due to supply chain issues in 2021, striping was not completed, and the project is a year behind. He is hopeful more will be done this year following the striping schedule.
COUNCILMEMBER REPORTS Councilmembers had nothing to report this evening.

REVIEW OF CONSENT AGENDA ITEMS FOR NEXT MEETING There is only one item being brought forward from tonight’s workshop, so there will be no agenda items for March 7 meeting’s consent agenda.

A RESOLUTION REPLACING RESOLUTION NO. 2022-002,
AND ADOPTING A REVISED FEE SCHEDULE
WHEREAS, the City Council, through ordinance, has adopted regulations requiring certain
actions and services; and,
WHEREAS, these various ordinances set forth that fees shall be set by resolution; and,
WHEREAS, the cost of providing these various services consistent with applicable codes,
regulations, and policies periodically increase or decrease, or certain services or practices are
discontinued and fees are no longer needed; and,
WHEREAS, it is the intent of the City of Arlington to charge appropriate fees and charges that
are consistent with the services provided and to cover the public cost of providing these various
services so that the public is not subsidizing individual benefits derived therefrom;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ARLINGTON AS
FOLLOWS:
The following rates, fees, and charges for various services provided, actions performed, or items
sold by the city and/or its contract service providers, and fines levied against code violators, are
hereby adopted:
Section 1. Fees and Charges—General.
1.1 Fees. Fees are intended to cover the normal, recurring costs associated with
providing a given service. Fees are non-refundable.
1.2 Prices. In some instances, the City provides certain goods and merchandise for
sale. Prices for these goods may be included in this resolution.
1.3 Payment Due. Fees are due at the time the action is requested (e.g., at time of
application) or occurs (e.g., prior to a specific action). An applicant may pay all fees
of a multi-phased project in advance; however, doing so does not vest applicable
fees due. Fees due are those in effect at the time the specific action or phase of
an action is requested or occurs.
1.4 Waivers. Upon petition by the applicant, the City Council may waive any of the
fees, or portions thereof, for any non-profit organization or government agency.

12.1 Fees for various services and actions for duplication of public records shall be
consistent with the provisions of RCW 42.56.120 and listed in Table 12: Fees for Public
Records Services.
12.2 The City of Arlington finds that calculating the actual costs of scanning per page
in order to fulfill a public records request would be unduly burdensome for the following
reasons:
(a) The City employs over 120 employees. Because all City employees contribute to
the production of public records requests and all employees earn different
salaries or rates of pay, the public records officer would have to be privy to
salaries of all employees in order to calculate the invoice;

(b) Employees supplying scanned records to the public records officer would be
required to track time spent, thereby creating a burden for those employees
without work stations as well as additional work not assigned in many
employees’ job descriptions and or union contracts;
(c) The City’s public records officer would be required to maintain a record of all
employees who contribute to each part of a public record request and
potentially charge different amounts for multiple scanned pages;
(d) The City uses more than seven document scanning machines with different
costs and lease agreement fees which change from time to time. The cost of
supplies for the City’s various scanning machines is subject to change based on
current market rates. Calculating the portion of the machines and supplies used
toward scanning public records would require knowledge of the cost of supplies
and an in-depth analysis of timing and application multiplied by each
contributing employee’s hourly rate of pay; and
(e) The response time to a public records request may be delayed in order to
calculate scanning costs and create an invoice with different rates of scanning
charges.

Background
Since 2016, our team has provided communications and marketing services for the Cascade Industrial
Center (CIC). Working with the City and its Economic Development team under the leadership of Marc
Hayes, the CIC has had enormous success in attracting businesses and issuing construction permits for
most of the available land in this Economic Development Zone. In 2020, Arlington’s City Council
established the Airport Business Park within the CIC as a Center of Excellence which will focus on
attracting technology, research and development, training facilities, and light industrial use.
In 2020-2021, there were several months where the pandemic impacted our ability to deliver services
to support CIC communications and marketing, and accordingly, the City was not invoiced during those
periods. In Q4 2021, our team was able to begin providing services again to promote the CIC, and in
2022, we will shift the bulk of our effort to the Center of Excellence.
Objective
We will build market demand and interest for the CIC Center of Excellence by applying those same
actions to what worked so well for the CIC over the last several years and focus those efforts on the
Center of Excellence. The goal of this initiative is to attract qualified business leads into the City’s
Economic Development team that are green, forward-looking, and produce high-paying jobs for
Arlington citizens.
Outbound Marketing
Historically when conducting outbound marketing for the CIC, which has been paused for over two years,
most of the resulting traffic came from New York, New Jersey, Illinois, Michigan, Oregon, and California. In
this next phase of work, we will target high-tech, advanced light industrial, R&D, and training/education as
the primary audience. We will specifically target companies in economically and socially stress areas,
including King and Pierce Counties.

Background
Our team was originally contracted by the City of Arlington in 2015 to execute our proposal for
“Arlington Awaits”, an economic development campaign to attract businesses to the City. At the time,
the campaign included both retail business development as well as promotion of the Arlington
Marysville Manufacturing and Industrial Center (MIC). In 2019, the MIC was renamed to CIC and the
marketing workload was divided into two separate Statements of Work.
In 2020, in response to the COVID pandemic and with the CIC under a separate initiative, the Arlington
Awaits campaign pivoted to support businesses in Arlington through difficult times with the Shop Local
Arlington project. The team leveraged the Arlington Awaits audience for this new initiative. In Q4 2021,
our team successfully rebuilt and rebranded Shop Local Arlington to Meet Me In Arlington
(meetmeinarlington.com), to dramatically reduce costs to the City and sustain this effort for the long
term.
In 2022, Arlington Awaits will re-emerge on its own, returning to the focus of attracting retail businesses
to the City. While this is a reset of the original campaign, a good portion of the work product created
2016-2019 is still relevant and useful as this project once again pivots.
Objective
The objective of Arlington Awaits in 2022 will be to:
• Create content for a new Arlington Awaits web presence
• Resume outbound, targeted marketing to generate traffic and demand
• Leverage data from Retail Strategies to promote Arlington as a place to locate a business
• Create new video content with local business owners as testimonials to the City, community,
and opportunity
• Return to analytic reporting of new business permits, new permit applications, and sales tax
revenue (reporting to begin in Q2 2022)
The overall goal of the Arlington Awaits initiative is to attract retail businesses, highlight existing
success stories, and tell the story of the business-friendly environment of Arlington.

CORRECTING A TECHNICAL ERROR IN ORDINANCE 2020-019
WHEREAS, in 2020 the City went through the docketing process and various
amendments to the zoning and comprehensive plan map were made; and
WHEREAS, the zoning amendments were codified in Arlington Ordinance 2020-019; and
WHEREAS, incorrect maps were attached to the ordinance, and thereby created a
conflict between the Council’s approvals and the comprehensive plan map and zoning map; and
WHEREAS, the Arlington Municipal Code section AMC 20.94.015 permits the correction
of technical errors without the requirement of additional notice or public hearing; and
WHEREAS, RCW 36.70A.035 does not require additional public participation to correct a
manifest error in the ordinance;
NOW, THEREFORE, the City Council of the City of Arlington do hereby ordain as follows:
Section 1. Arlington Ordinance 2020-019 shall be and hereby is amended to
substitute the comprehensive plan map attached hereto as Exhibit “A” and the zoning map
attached hereto as Exhibit “B” as the correct Exhibits “A” and “B” to said ordinance.
Section 2. Severability. Should any section, paragraph, sentence, clause or phrase
of this Ordinance, or its application to any person or circumstance, be declared unconstitutional
or otherwise invalid for any reason, or should any portion of this Ordinance be preempted by
state or federal law or regulation, such decision or preemption shall not affect the validity of
the remaining portions of this Ordinance or its application to other persons or circumstances.
Section 3. Effective Date. This Ordinance or a summary thereof shall be published
in the official newspaper of the City. The Ordinance shall take effect five days after said
publication as provided by law.
