APPROVAL OF THE AGENDA Mayor Pro Tem Jan Schuette moved to approve the agenda as presented. Councilmember Marilyn Oertle seconded the motion, which passed with a unanimous vote.
INTRODUCTION OF SPECIAL GUESTS AND PRESENTATIONS Mayor Barb Tolbert introduced Sno-Isle Libraries Executive Director Lois Langer Thompson, who provided an update on Arlington libraries. She introduced Arlington Library Manager Monica Jackson and Lakewood/Smokey Point Library Manager Cassie Hanson.
PROCLAMATIONS None.
PUBLIC COMMENT Jon Knisley, 19908 54th Drive NE, provided comment about construction on airport property affecting his neighborhood. Glen Andrews, 405 N Olympic Ave, provided comment regarding homeless in Arlington.
CONSENT AGENDA Mayor Pro Tem Jan Schuette moved and Councilmember Marilyn Oertle seconded the motion to approve the Consent Agenda that was unanimously carried: 1. Minutes of the October 17 and October 24, 2022 Council meetings 2. Accounts Payable: Approval of EFT Payments, Petty Cash Check #2017, and Claims Checks: #106732 through #106868 dated October 18, 2022 through November 7, 2022 for $3,704,032.30; and Approval of Payroll EFT Payments and Checks: #30198 through #30210 dated July 1, 2022 through July 31, 2022 for $1,280,830.05.

PUBLIC HEARINGS
Ordinance Approving Arlington School District’s 2022-2027 Capital Facilities Plan Community and Economic Development Director Marc Hayes reviewed the Arlington School District’s request that the City approve, for inclusion in its Comprehensive Plan, the District’s 2022-2027 Capital Facilities Plan. Mr. Hayes introduced Denise Stiffarm, legal counsel for Arlington and Lakewood School Districts. 7:29 p.m. Mayor Tolbert opened the public hearing. 7:29 p.m. With no members of the public wishing to speak, the public hearing was closed. 7:30 p.m. Council comments and questions were opened. Councilmember Yvonne Gallardo-Van Ornam moved and Councilmember Heather Logan seconded the motion to adopt the Arlington School District 2022-2027 Capital Facilities Plan, and authorized the Mayor to sign the ordinance. The motion passed unanimously.

The motion passed unanimously.
Resolution Establishing the 2023 Proposed Property Tax Levy Finance Director Kristin Garcia reviewed the proposed 2023 property tax levy. The 2023 proposed levy is an increase of 1% or $27,500 which excludes any revenue the City receives from new construction. 7:35 p.m. Mayor Tolbert opened the public hearing. 7:35 p.m. With no members of the public wishing to speak, the public hearing was closed. 7:35 p.m. Council comments and questions were opened. Councilmember Heather Logan moved and Councilmember Marilyn Oertle seconded the motion to approve the resolution of the City of Arlington establishing the 2023 regular property tax levy and authorized the Mayor to sign it. The motion passed unanimously.

Ordinance Approving the 2023-2024 Biennial Budget Finance Director Kristin Garcia reviewed the 2023–2024 Budget. 7:41 p.m. Mayor Tolbert opened the public hearing. 7:41 p.m. With no members of the public wishing to speak, the public hearing was closed. 7:41 p.m. Council comments and questions were opened. Mayor Pro Tem Jan Schuette moved and Councilmember Marilyn Oertle seconded the motion to approve the Ordinance Adopting the City of Arlington Biennial Budget for the Years 2023-2024, and authorized the Mayor to sign it. The motion passed unanimously.
NEW BUSINESS
Appointments to Youth Council Community Engagement Director Sarah Lopez presented a video introducing Youth council members, and requested Council consent to the re-appointments of Sera Sabol, Kimberly Leach, and Mariska Lebahn, and consent to the appointments of Brooklyn Helle, Kathleen Azpiri, Rachael Tanner, and Reese Baggen to the Youth council. Councilmember Blythe moved and Councilmember Heather Logan seconded the motion to consent to the appointments and re-appointments of the 2022-2023 youth council members as proposed.
Authorization to Waive Building Permit Fee for Haller Shelter Community Engagement Director Sarah Lopez requested Council waive the building permit fee for Haller Park shelter. The City contracted to build a shelter at Haller Park this year. It has been standard practice to waive the building permit fees for City projects. Staff is requesting to waive $1,344.34 in City fees. Councilmember Marilyn Oertle moved and Councilmember Heather Logan seconded the motion to waive the building permit fees for the Haller Park shelter. The motion passed unanimously.
Appointment to Cemetery Board Public Works Director Jim Kelly requested Council consent to the appointment of Jordan Mohrenne to the Arlington Cemetery Board, and introduced Mr. Mohrenne to Councilmembers. Councilmember Don Vanney moved and Councilmember Marilyn Oertle seconded the motion to the appointment of Jordan Mohrenne to the Arlington Cemetery Board. The motion passed unanimously.
Resolution to Require Ballot Proposition on Extension of Transportation Benefit
District Funding City Administrator Paul Ellis requested Council approve the resolution to provide for a ballot proposition to the voters in the City for the renewal of the transportation benefit district 0.2% sales and use tax funding.

Mayor Pro Tem Jan Schuette moved and Councilmember Marilyn Oertle seconded the motion to approve the resolution to provide for a ballot proposition to the voters in the City for the renewal of the transportation benefit district 0.2% sales and use tax funding. The motion passed unanimously. Mayor Tolbert recused herself from the following agenda item, with Mayor Pro Tem Jan Schuette taking the position of Chair.
Approve Lodging Tax Distribution for Grant Year 2023 Finance Director Kristin Garcia requested Council approve funding distributions for 2023. Councilmember Heather Logan moved and Councilmember Don Vanney seconded the motion to approve the 2023 funding distribution as recommended by the lodging tax advisory committee. The motion passed unanimously. Mayor Tolbert rejoined the Council meeting as Chair.
COMMENTS FROM COUNCILMEMBERS Councilmember Don Vanney thanked City staff and all involved in the cleanup after the storm. Councilmember Michele Blythe thanked City Administrator Paul Ellis for his leadership and the assistance he provides. Councilmember Jan Schuette encouraged Councilmembers to attend the chamber luncheon the following day, to listen to Lieutenant Mike Gilbert speak.

WORKSHOP ITEMS – NO ACTION WAS TAKEN
Resolution for WSDOT Grant Airport Operations Manager Marty Wray reviewed a resolution to assure that local matching funds are available and authorized for the proposed grant project. The cost is $385,500.00 and involves the following: design, procure, and install of a solar PV array for the Arlington Airport Admin Office Building. The request for the WSDOT grant is $250,000.00 as part of their sustainable aviation grant funding. Discussion followed with Mr. Wray answering Council questions.
Police Quarterly Report Lieutenant Mike Gilbert provided a quarterly police report that included call statistics, involvement in community activities, staffing update, and an overview of yearly comparison metrics. Discussion followed with Lieutenant Gilbert and Mr. Ellis answering Council questions. Councilmembers shared their appreciation for the work of the police department staff.

Fire Quarterly Report North County Regional Fire Authority Deputy Chief of Operations Dave Kraski provided a quarterly fire report of administrative updates involving call volumes and response times, staffing, events and activities, new equipment, and projected call statistics. Discussion followed with Deputy Chief Kraski answering Council questions. Councilmembers shared their appreciation for the work of North County Regional Fire Authority.

COMMENTS FROM COUNCILMEMBERS Councilmember Michele Blythe thanked Lieutenant Gilbert for his efforts in working with the local businesses and his presentation at the chamber luncheon. Councilmember Don Vanney also thanked Lieutenant Gilbert.
COUNCILMEMBER REPORTS Councilmember Heather Logan reported that she attended the Board of Public Health Committee meeting and that the information on the website has been updated with the most current flu and COVID statistics.

REVIEW OF CONSENT AGENDA ITEMS FOR NEXT MEETING Councilmembers discussed and agreed to put Item 1 on the Consent agenda at the November 21 meeting.

RESOLUTION NO. 2022-020
A RESOLUTION OF THE CITY OF ARLINGTON, WASHINGTON, CONFIRMING LOCAL
MATCHING FUND AVAILABILITY FOR WSDOT AVIATION AID GRANT FUNDING
WHEREAS, the Washington State Department of Transportation (WSDOT) provides grants
to local airports for capital projects; and
WHEREAS, WSDOT Aviation has indicated the potential for a grant in support of the
Arlington Municipal Airport application for a grant for solar power for the airport office
building; and
WHEREAS, the grant requirements will include local matching funds for grants which are
approved;
NOW THEREFORE, the City Council of the City of Arlington does hereby resolve as follows:
1. City staff is authorized to apply for a WSDOT Aviation Aid grant for the sum of
$250,000 in support of the airport office solar power project;
2. The Mayor is hereby authorized to sign all documents required to accept any grants
which are received; and
3. The City supports the proposed project and will commit to the local match
requirement for any grants which are received through WSDOT as required by law.

City of Arlington Council Agenda Bill Item: NB #2 Attachment C
out of Water Utility CIP funds and replacement efforts were moving forward. On Wednesday Nov 2, 2022 a portion of the Gleneagle Reservoir Roof collapsed. Public Works staff responded quickly taking the Gleneagle Reservoir out of service, reporting the reservoir roof collapse to the Department of Health, City Administrator and the contractor who was preparing to bid on the roof replacement. With the Gleneagle Reservoir off-line until it can be repaired, the community is suffering hardship with fluctuating water pressures and limited reserve water for fire protection. Due to the urgency of this situation, staff is requesting Arlington City Council, pursuant to RCW 39.04.280(1)(e), declare an emergency situation
RESOLUTION NO. 2022-021
A RESOLUTION DECLARING AN EMERGENCY AND WAIVING
COMPETITIVE BIDDING REQUIREMENTS DUE TO A
COLLAPSE IN THE GLENEAGLE RESERVOIR ROOF
WHEREAS, a collapse in the City of Arlington’s Gleneagle reservoir roof has resulted in
fluctuations in water pressure and a reduction in the city’s water supply available for fire
protection and has potential to impact the health and safety of citizens; and
WHEREAS, the City of Arlington Water Treatment Plant and distribution system supplies
all water within the City of Arlington; and
WHEREAS, the City’s investigation has concluded that a new reservoir roof will need
immediate repair in order to get the reservoir online; and
WHEREAS, any major failure or large fire could cause unsafe and dangerous conditions,
requiring immediate action;
NOW, THEREFORE, the City Council of the City of Arlington Washington does hereby
resolve as follows:
1. The City Council finds an emergency exists with the collapse at the City’s Gleneagle
reservoir roof potentially impacting health and safety of Arlington citizens and
immediate threat to the proper performance of essential functions if immediate
action is not taken, and therefore competitive bidding requirements for the work
necessary as a result of the emergency are hereby waived.

City of Arlington Council Agenda Bill Item: NB #3 Attachment D
a portion of the Gleneagle Reservoir Roof collapsed. Staff isolated the reservoir from the distribution Declaration, and worked with DN Tanks to accelerate the roof replacement work. This Council Agenda Bill contains a proposal for Phase 1 of the Gleneagle Reservoir Roof replacement project. The first phase of this project entails demolition of the existing roof, assessment of the tank structural condition (it is 48 years old) and preparation of a report outlining replacement roof options. DN Tanks is the original contractor that constructed the Gleneagle Reservoir in 1975 and is well qualified to
