Change Orders for Access Control Projects ATTACHMENT F Staff Presentation: Bryan Terry Council Liaison: Mayor Pro Tem Jan Schuette COMMENTS FROM COUNCILMEMBERS INFORMATION/ADMINISTRATOR & STAFF REPORTS MAYOR’S REPORT EXECUTIVE SESSION RECONVENE ADJOURNMENT Mayor Pro Tem Jan Schuette / Mayor Barb Tolbert PROCLAMATION JUNETEENTH WHEREAS, on January 1, 1863, President Abraham Lincoln issued the Emancipation Proclamation, setting in motion the end of slavery in the United States; and WHEREAS, it was not until June 19, 1865, that it was announced to those still enslaved in Texas: “The people are informed that, in accordance with a proclamation from the Executive of the United States, all slaves are free"; and WHEREAS, a celebration of the end of slavery, which became known as Juneteenth, is the oldest known public celebration of the end of slavery in the United States; and WHEREAS, Juneteenth commemorates African American freedom and celebrates the successes gained through education and greater opportunity; and WHEREAS, on a larger scale, celebration of Juneteenth reminds each of us of the precious promises of freedom, equality, and opportunity, which are at the core of the American Dream; WHEREAS, Governor Jay Inslee has officially declared Juneteenth a state holiday in Washington; NOW, THEREFORE, BARBARA TOLBERT, Mayor of the City of Arlington, does hereby proclaim June 19, 2022 as Juneteenth in the City of Arlington, and urge all citizens to become aware of the significance of this celebration in American history, and in the heritage of our nation and state. _________________________________ ______ _____________________ Barbara Tolbert, Mayor Date PROCLAMATION Ride Transit Month WHEREAS, on average, public transit provides almost one quarter of one billion passenger trips in Washington each year; WHEREAS, transit agencies in Washington State invest almost $5 billion in transit capital and operations each year; WHEREAS, the recently passed transformative transportation package, Move Ahead Washington, invests more than $3 billion in transit programs and projects; WHEREAS, Community Transit, which serves our community, did not miss a single day of service during the pandemic; WHEREAS, Community Transit works closely with our Arlington planners and with all cities to incorporate local growth patterns into their future transit planning; WHEREAS, average daily boardings within the city limits of Arlington for April 2022 was 408. (As a point of reference, average daily boardings was 603 for April 2019, pre-pandemic); WHEREAS, almost 25 percent of Washingtonians cannot or do not drive and may rely on public transit; WHEREAS, greater transit use is associated with higher levels of physical activity, which is associated with lower health risks and better health outcomes. WHEREAS, transit trips are 10 times safer per mile than car trips, and a person can reduce his or her chance of being in an accident by more than 90 percent, simply by taking public transit opposed to commuting by car. APPROVAL OF THE AGENDA Mayor Pro Tem Jan Schuette moved to approve the agenda as presented. Councilmember Marilyn Oertle seconded the motion, which passed with a unanimous vote. PROCLAMATIONS Councilmember Michele Blythe read the National Police Week Proclamation observed the week of May 11-17; Councilmember Marilyn Oertle read the Emergency Medical Services Week Proclamation observed the week of May 15-21; Councilmember Jan Schuette read the National Public Works Week Proclamation observed the week of May 15-21; and Councilmember Don Vanney read the General Aviation Appreciation Month Proclamation observed the month of May. Mayor Tolbert stated that Airport Director Dave Ryan received the Airport Manager of the Year Award at the Washington Airport Managers Association Conference. PUBLIC COMMENT Kirk Pearson, 105 Pearson Lane, Monroe, WA, thanked the Councilmembers and Mayor for the support and commitment to Volunteers of America that helps support the Arlington Community Resource Center and the Arlington Community Food Bank. He invited the Councilmembers and the Mayor to join him for the partnership appreciation breakfast on June 8 at 7:00 a.m., at the Carl Gibson Center, 3025 Lombard Ave., Everett. This appreciation breakfast will be for the tribal and local government officials for all of their work and support. He shared his gratitude for City of Arlington support over the years. Resolution Declaring Property as Surplus PUBLIC HEARING None. NEW BUSINESS Right of Way Purchase (ROW) for 204th St/74th Ave Intersection Project Public Works Director Jim Kelly requested Council approve the Right of Way Purchase for the 204th St and 74th Ave Intersection Project. Mr. Kelly answered questions from the Councilmembers. Mayor Pro Tem Jan Schuette moved and Councilmember Heather Logan seconded the motion to authorize the Mayor to sign the Right of Way and Temporary Construction Easement purchase agreements for the southeast corner property at the 204th Street and 74th Avenue intersection, subject to final review by the City Attorney. The motion passed unanimously. Ordinance Approving York Park Rezone Community and Economic Development Planning Manager Amy Rusko requested Council approve the York Park Rezone ordinance. Mayor Pro Tem Jan Schuette moved and Councilmember Marilyn Oertle seconded the motion to approve the York Park Rezone, and authorized the Mayor to sign ordinance. The motion passed unanimously. Ordinance Approving Old Town Residential Design Standards Community and Economic Development Planning Manager Amy Rusko requested Council approve the Ordinance adopting the Old Town Residential Design Standards. Mayor Pro Tem Jan Schuette moved and Councilmember Heather Logan seconded the motion to approve the proposed ordinance adopting the Old Town Residential Design Standards, and authorized the Mayor to sign the ordinance. EXECUTIVE SESSION City Attorney Steve Peiffle announced the need for an Executive Session for discussion of pending or potential litigation, RCW 42.30.110(1)(i), and discussion of acquisition of real estate, RCW 42.30.110(1)(c) to last 30 minutes. Mayor Tolbert recessed the meeting at 7:22 pm. WORKSHOP ITEMS – NO ACTION WAS TAKEN Resolution to Surplus Police Dog "Oso" to Handler Lieutenant Mike Gilbert reviewed the resolution to surplus Police Dog “Oso” to Handler Seth Kinney. Oso has served the police department and Arlington’s citizens for several years. Oso is now ready to retire as a police dog. Although he is a member of the police force, he is considered personal property, and as such, the City must declare him as “surplus” for purposes of disposing of him. The City wishes to make sure that Oso spends the rest of his life with his handler, Sergeant Seth Kinney. Brief discussion followed with Lieutenant Gilbert answering Council questions. Change Orders for Access Control Projects IT Director Bryan Terry reviewed the change orders for access control projects for Airport/CED Access Control, City Hall Access Control, PW Access Control, and PW Alarm System projects funded by the American Rescue Plan Act (ARPA) funding. Minutes of the Arlington City Council Workshop Minutes of the City of Arlington City Council Workshop May 23, 2022 Page 2 of 3 It was identified that the vendor did not account for the prevailing wage as part of the original quotes we received for the access control/alarm projects. These are public works jobs and federally funded, so the vendor is required to pay their employees the prevailing wage. Brief discussion followed with Mr. Terry answering Council questions. Breakdown of expenditures requested: Airport Access Control - $5,502.20 City Hall - $5,092.00 Public Works Access Control - $13,380.00 Public Works Alarm System $2,024.00 Total change order amount - $25,998.20 April Financial Report Finance Director Kristin Garcia reviewed the April 2022 financial report. Discussion followed with Ms. Garcia answering Council questions. Utilities and Transportation Second Quarter Report / GIS Report Public Works Director Jim Kelly reviewed the second quarter report of utilities and transportation. Discussion followed with Mr. Kelly answering Council questions. GIS Enterprise Data and Technology Manager Katie Heim provided an introduction to GIS. Brief discussion followed with Ms. Heim answering Council questions. ADMINISTRATOR AND STAFF REPORTS City Administrator Paul Ellis stated that applications for the vacant Council seat were emailed to Councilmembers with a poll to vote for the date the interviews will take place during the week of June 6 through June 10. MAYOR’S REPORT None. COMMENTS FROM COUNCILMEMBERS Councilmember Jan Schuette thanked City Clerk Wendy Van Der Meersche for the work she did to prepare for the Council retreat last weekend. COUNCILMEMBER REPORTS Councilmembers had nothing to report this evening. PUBLIC COMMENT Judy Castanares stated that the information provided in the packet and provided at the meeting was very educational. REVIEW OF CONSENT AGENDA ITEMS FOR NEXT MEETING Because there are two items moving forward at the June 6 meeting, Council decided that both will be on new business. EXECUTIVE SESSION None. Minutes of the City of Arlington City Council Workshop May 23, 2022 Page 3 of 3 ADJOURNMENT With no further business to come before the Council, the meeting was adjourned at 8:05 p.m. _________________________________________ Barbara Tolbert, Mayor City of Arlington Council Agenda Bill Item: NB #1 Attachment D to sign the resolution. 1 RESOLUTION NO. 2022–008 A RESOLUTION OF THE CITY OF ARLINGTON ACKNOWLEDGING THE SERVICE OF POLICE DOG "OSO”, DECLARING HIM AS SURPLUS, AND AUTHORIZING HIS DISPOSITION TO HIS HANDLER WHEREAS, the City has been well served by its police dog “Oso” who has served the Police Department of the City of Arlington and Arlington’s citizens for several years; and WHEREAS, it is time for Oso to retire as a police dog; and WHEREAS, although he is a valued member of the police force, he is considered personal property and as such the City must declare him as “surplus” for purposes of disposing of him; WHEREAS, the City Council finds that the City is unlikely to receive significant value in a sale of Oso, and the City wishes to make sure he spends the rest of his life with his beloved handler, Sergeant Seth Kinney; NOW, THEREFORE, the City of Arlington, acting by and through its City Council, does hereby resolve as follows: 1. The City Council recognizes the valuable contributions made by “Oso”, its nine-year old male German Shepard Dog from the Czech Republic, to the citizens of Arlington. 2. “Oso” is hereby declared surplus to the needs of the City and should be permitted to retire. 3. City staff is authorized and directed to transfer “Oso” by bill of sale to its handler, Seth Kinney, per the Bill of Sale attached hereto as Exhibit “A”.
