EXECUTIVE SESSION RECONVENE ADJOURNMENT Mayor Pro Tem Jan Schuette / Mayor Barb Tolbert City of Arlington Council Agenda Bill Item: WS #1 Attachment A and authorizing his disposition to his handler, Sergeant Seth Kinney, and authorize the Mayor to sign the resolution.” 1 RESOLUTION NO. 2022–XXX A RESOLUTION OF THE CITY OF ARLINGTON ACKNOWLEDGING THE SERVICE OF POLICE DOG "OSO”, DECLARING HIM AS SURPLUS, AND AUTHORIZING HIS DISPOSITION TO HIS HANDLER WHEREAS, the City has been well served by its police dog “Oso” who has served the Police Department of the City of Arlington and Arlington’s citizens for several years; and WHEREAS, it is time for Oso to retire as a police dog; and WHEREAS, although he is a valued member of the police force, he is considered personal property and as such the City must declare him as “surplus” for purposes of disposing of him; WHEREAS, the City Council finds that the City is unlikely to receive significant value in a sale of Oso, and the City wishes to make sure he spends the rest of his life with his beloved handler, Sergeant Seth Kinney; NOW, THEREFORE, the City of Arlington, acting by and through its City Council, does hereby resolve as follows: 1. The City Council recognizes the valuable contributions made by “Oso”, its nine-year old male German Shepard Dog from the Czech Republic, to the citizens of Arlington. 2. “Oso” is hereby declared surplus to the needs of the City and should be permitted to retire. 3. City staff is authorized and directed to transfer “Oso” by bill of sale to its handler, Seth Kinney, per the Bill of Sale attached hereto as Exhibit “A”. A brief introduction to GIS, how GIS is used by everyone at the City, and how valuable GIS is in assisting Public Works Utilities, Transportation, Cemetery, Engineering & GIS Staffing Report 1. New FTE Hires Advertised: The following positions are currently being advertised. While we have received 14 applications for the Sewer Collections (SCS-I) position, we have not received any responses to the Senior Engineer (ENG-II) position. - Senior Engineer (ENG-II) – PW to be looking for senior level engineer strong in Utilities Design - Sewer Collections (SCS-I) – Looking to hire an entry level Sewer Collections Specialist. PW Operations 1. Grants Update – The following is an update on Transportation grants: Public Works Quarterly Report May 10, 2022 Page 2 of 8 2. Freight Network Assessment – The City is now under contract with TranspoGroup for production of the Transportation 2045 Plan, a comprehensive transportation planning document to support the City’s General Comprehensive Plan. As part of the work effort, we will evaluate the City’s current Freight Route Map to develop a Freight Network. As a PSRC designated Manufacturing Industrial Center (MIC), the movement of freight is critical to the city, to the North PSRC region, and to the MIC’s success. The Freight Network will look at the unique characteristics, needs, and impacts of freight mobility, the challenges of moving freight through an industrial and urban environment, and develop solutions to address the challenges. 3. Pavement Condition Assessment –It is time for the City’s pavement to have a condition assessment as a baseline to establish future pavement preservation work. This round of pavement condition assessment will be completed using an automated assessment vehicle that performs a condition assessment and inventory within the road right-of-way. Request for bid to be issued in June. 4. New Speed Awareness Signs – Speed awareness signs have been installed at select locations, we are now gathering data effectiveness. 5. Utility Easement Reconciliation – The Washington Trucking water main replacement program has been put on hold until the City can reconcile water utility easements; this reconciliation is now complete and this project will move forward. 6. Huber Fine Screen Repairs and Maintenance – Repairs on Screen #1 and maintenance on Screen #2 was completed in 2021. Repairs on Screen #3 was completed in April 2022. This maintenance project in complete. 7. Marysville-Arlington Meeting on Utilities – Marysville and Arlington are continuing to meet and discuss water/sewer service area issues. The current discussion involves the 180th St development parcel (below); future discussion will look at Arlington assuming the entire operation of all water/sewer service within City limits. Public Works Quarterly Report May 10, 2022 Page 3 of 8 8. Pretreatment Program Update – The City is at the 75% point in its Pretreatment Program Update project, we are on schedule to have this completed by early Fall 2022. Once fully completed, staff will perform a Department of Ecology required Industrial User Survey that will be addressed to all businesses is our service area. Information from the survey will be provided to the DOE for them to determine what oversight it needs to provide. Caitlin Dwyer, COA Utilities Manager, and Katie Heim, COA Enterprise Data and Technology Manager, are working on developing an on-line form for this outreach effort. 9. Lift Station 7 Analysis – After various inspections and maintenance on the LS-07 pump system, it is back to running at normal efficiency. Staff will keep a close watch over LS-07 for the next six months to see is there is a reoccurrence with pumping inefficiencies. 10. Sewer Department Tax Analysis – As requested by the Department of Revenue per WAC 458-20-251, PW staff is contracting for the financial analysis of the Sewer Utility revenue stream to evaluate costs associated with “sewerage collection”. GIS staff has separated the sewer collection system into the various taxing components (lateral sewers, intercepting sewers, lift stations, force mains, etc.) to support analysis being performed by PW Financial Consultant, Katy Isaksen & Associates. 11. Cemetery Mobile Service Tent – Staff presented to the Cemetery Board results from analysis of four months of Cemetery interment records to determine the cost savings that would be associated with utilization of a Cemetery Mobile Service Tent. Analysis from the four-month period did not show any time savings between traditional interment with graveside service (tent & chairs) vs. a direct burial tradition interment (no tent & chairs). The Cemetery Board tabled further movement on this procurement pending further analysis. 12. Comprehensive Plan Updates – TranspoGroup is under contract to complete the Transportation 2045 Plan and we are holding off on contracting with RH2 for updates to the Water Comp Plan and Sewer Comp Plan until after the Spring 2022 Council Retreat. LS-07 Pump Cycling LS-07 Runtime Variance Public Works Quarterly Report May 10, 2022 Page 4 of 8 Update of Current Contracts and Projects 1. Smokey Point Blvd Overlay Project [Close-out] – This project is complete and going through close- out. Smokey Point Overlay project website. 2. 173rd Street, Phase 1 [Close-out] – This project is fully complete and is going through close-out. 173rd Street Phase 1 project website. 3. 2022 Utility and Pavement Preservation [Design] – Parametrix will provide 100% DRAFT construction drawings to the City on May 23rd; goal is to bid this project in early June. 2022 UPP project website. 4. SPB/Pilot Roadway Repair [Design] – The interim repair completed in 2021 is holding up, however pavement outside the repair zone is continuing to degrade. Permanent full scale repair in design and scheduled for construction in 2022. 5. 169th St Connection [Design] – Survey and Cultural Resource Assessment (CRA) complete, final CRA report filed with DHAP. SCJ Consultants is under contract to complete the 30% design effort (geotechnical investigation, hydrology and environmental, and preliminary alignment layout). 169th Street Connection project website. 6. Broadway & Division Rehabilitation Project [Design]: Staff is evaluating a list of consultants to perform this design work. Broadway & Division Rehabilitation project website. 7. Smokey Point Blvd Corridor [Design] – Status as follows: - Communication & Outreach Round #1 is complete, staff is working on plan for Communication & Outreach Round #2. - Preliminary alignment and layout near finalization. Consultant has been coordinating layout with CED for integration with planned development abutting the roadway. - 180th St Roundabout positioning still in progress, trying to minimize impacts to NE and SE properties. - Staff will begin working with Perteet on utility design (water & sewer) in mid-June. - Staff will be looking to schedule a Council update on this project for June 2022. - More information on Smokey Point Blvd Corridor website. 8. SR-530 and Smokey Point Blvd Roundabout [Design] – Status as follows: - Staff met with Stillaguamish Tribe and discussed right-of-way needs, the Tribe was satisfied with the ROW plan and are ready to move forward with the City-Stilly Tribe ROW transactions. - City staff are still seeking funding for construction of this project. - More information is available on the SR-530 Roundabout project website. 9. 67th Sewer Main Improvements [Design] – As follows: - This project will replace approximately 4,900 LF of the existing 67th Ave trunk sewer main (approx.. 200th St to 185th St). - RH2 is under contract for design and Metron is under contract for surveying. Design will start soon after survey is complete. Public Works Quarterly Report May 10, 2022 Page 5 of 8 10. 204th St and 74th Ave Intersection [Design] – Status as follows: - Project design is at 100% completion. - Staff is working on final right-of-way for the north side of the intersection. - Construction of this project is scheduled for 2022, however this might be deferred due to budget limits on the City’s transportation improvement fund and resolution of north-side ROW. - More information is available on the 204th St & 74th Ave Intersection website 11. 74th Ave Trail Completion [Design] – Status as follows: - Design is at 90% completion; 100% completion is expected in early June. - PW Staff is still in discussion with Sarah and Jay regarding landscaping and artwork. - Based on release of federal funds, this project is scheduled for 2024 construction. - Staff is still working on ROW for two parcels. - More information is available on the 74th Ave Trail project website. 12. SR-531 Widening Project [Design] – Status as follows: - On schedule per WSDOT: Request for Proposal for Design/Build to be advertised August 2023, the Design-Build Notice to Proceed will be issued in February 2024. Design/Build phase will move from WSDOT Mt. Vernon office to Burlington office. - Construction to start summer 2024 and completion in 2025. - More information is available on the SR-531 Widening project website. 13. SR-530 and 59th Ave and 211th Place Roundabouts [Design] – As follows: - Staff has received and is reviewing the 60% design submittal packages. - Construction scheduled for summer 2023. - More information is available on the SR-530 and 59th Ave & 211th Place Roundabouts project website. 14. Haller Well South Expansion [Design] – As follows: - Siting plan finalized and consultant moving forward with renditions for presentation to COA Parks and Arts Commission. - Project Engineering Report for Department of Health is moving forward. - Staff is working with hydrogeologist for preparation of bid package for drilling two new production wells in Fall 2022. 15. Water Treatment Expansion Project [Design] – As follows: - Engineering Report for submission to Department of Health in process, looking for mid-June submission to Department of Health. Report to include 30% design drawings. - Staff will separate old WTP demolition drawings from 30% package to bid and contract for the demolition work prior to construction work. Asbestos assessment for demo underway. - Staff met with supplier of filtration units, Phase 1 will have two 800-GPM units on line. - More information is on the Water Treatment Plant Expansion project website. Schedule is to submit Engineering Report to Department of Health in mid-June. - Design on booster pump station to start in July. 17. SR-531/40th Ave Intersection [Construction] – As follows: - Project under construction and on schedule. Approximately 90% of underground work is complete (water relocation, power, signal, and storm). - The Southeast corner retaining wall is complete and contractor is staring on flatwork (sidewalk, curb & gutter). - There is an issue with one of the signal pole foundations, however this will not delay the project. Project is on schedule. - More information is on the SR-531/40th Ave Intersection project website. 18. SR-531/43rd Ave Roundabout [Construction] – As follows - This is a developer project that Public Works is taking the lead in coordinating communication with the business and public. - Approximately 90% of underground work is complete for this phase, grading is nearing completion, and flatwork is starting on the north side of the intersection (curb and sidewalk). Project is on schedule. - More information is on the SR-531/43rd Ave Roundabout project website. 19. EQ Basin and Digested Sludge Pump Project [Construction] – As follows: - Project is moving forward and under construction. - Staff is working with contractor to resolve a Waste Activated Sludge (WAS) valve problem that has been present for several years. Resolution includes changing out a Plug-valve for a Pinch-valve. - Working with contractor on piping conflict for EQ Basin permeate feed. - More information is on the Water Reclamation Facility Modifications project website. 20. Membrane Replacement Trains #1, #3 & #4) [Construction] – As follows: - Replacement membranes for MBR trains #1, #3 and #4 due to arrive in Port of Tacoma on May 21st, off-loading and processing membranes through customs will take several weeks (Port has backlog). - City staff will unload and stage delivered membranes at the Biosolids Compost Facility, installation contractor will haul membranes to utility Plant for installation. - McClure & Sons was the low bidder for membrane installation, they will bring a second crew on board to install membranes while still performing EQ Basin construction work. - More information is on the Water Reclamation Facility Modifications project website. 21. Water Rights – Update on water rights work as follows: - The Hammer water comment period has closed and staff is working with our consultant and Department of Ecology to process the Record of Examination so the 30 ac. ft. water right can be transferred to the Haller South wellfield. South CIC Utilities [Construction]– Update on the projects four components as well as out-of-scope and additional work is as follows: - South CIC Utilities Part IA: All work is complete, working with BYK on finalization of punchlist. - South CIC Utilities Part IB (Lift Station 16): Lift station start-up was completed on May 17, 2023. There are still several components missing (three PLC I/O cards, power monitoring module, RTU communication coaxial, and generator). As components arrive they will be installed. - South CIC Part 2: Murraysmith is addressing 90% comments; bid package due at end of May. Project will bid in early June. - More information is on the South CIC Utilities project webpage. 23. LS-06 New Wet Well Cover [Construction] – As follows: - Project was bid in April; Equity Builders was the low bidder. - Construction work underway and scheduled for completion in June. 24. Facility Maintenance at Stormwater Detention Ponds and Reservoirs – As Follows: - Project was bid in April; Allphase Brush & Land Clearing was the low bidder. - Contracted work is at six PW facilities across Arlington (clearing trees, removing debris, etc.) - Construction work underway and scheduled for completion in August 25. Haller Well North Expansion [Planning] – As follows: - The City extended the lease for the Haller North well site (Test Well #5 location) for an additional 12 months to allow preliminary investigations to move forward before procuring property. - Our goal is to have this new water source on line by 2027. 26. Island Crossing Compensatory Storage [Planning] – as follows: - The City has developed a project team: SoundView Consultants, Weden Engineers and Watershed Science & Engineering, Inc. - Staff is looking to interview several financial consultants with experience in LID formation, the selected firm will be added to the team. 27. Gleneagle Reservoir Upgrades [Planning] – As follows: - The construction price of reservoir roofs has doubled since the 2016 assessment; staff is reevaluating Water CIP budget to see how to fund this project (new Estimated cost $1.3 million). - Staff is in discussions with Department of Health to determine if a reservoir roof replacement will trigger seismic improvements to the Gleneagle reservoir. - Project is moving slowly due to limited engineering staff availability. 28. Burn Road Repair [Planning] – as follows: - Survey and preliminary geotechnical reports have been completed. - This project is not scheduled to actively start until 2023 due to funding and staffing issues. 29. New Reservoir Siting [Planning] – As follows: - Staff has begun looking at various sites for construction of a third reservoir. The new process is set to begin May 1. • GIS Staff members had a total of 162 tasks in April. They completed 110 of those tasks for a 66% completion rate in 386 hours for April (see attached Elements summary). The handbook will also outline the web-based portal called ArcGIS Online, and show how to access our gallery of public applications. For the hyperlinks in this document, please use CTRL-click. Most of the links in this document are to Esri websites. The City’s primary desktop GIS software is from Esri and is called ArcGIS Pro. For those interested in downloading and exploring desktop GIS software, QGIS is an open source option that functions in a similar manner to ArcGIS Pro. The City’s ArcGIS Online site provides interactive GIS web applications for use by staff and citizens. What is GIS? GIS stands for Geographic Information Systems – a fancy way of saying computers are used to manage geographic data. Data is considered to be geographic when it has a specific location. Real world information is put into a computer via a variety of layers, called features. The graphic below highlights how these slices of the real world are represented in a computer system. Each feature is composed of a group of the same items. Examples of different feature classes are parks, hydrants, road centerlines, elevation, etc. Features that are similar are usually grouped together in layers in geographic databases (typically called geodatabases). “Transportation” is one of the City’s geodatabases. Within the Transportation geodatabase, we have the following features: Currently, we have over 100 geodatabases and each geodatabase has 20 to 40 different layers. Each layer has a table of records, and each record has multiple attributes. Attributes are data about each specific record. An example of an attribute table is below. This table is for the feature called “Regions” and the table shows 8 records, each one a different region. For further information about GIS, please see the webpage below: gis/overview Use of GIS GIS provides a variety of services to the City and staff. GIS continues to capture, update and maintain our data. As a local government, we are required to keep and maintain an inventory of our assets. GIS is composed mainly of assets – these assets are the infrastructure of our City. Our buildings, our land, our utilities, our transportation and so on. GIS can also track non-asset information. Examples of non-assets are projects, zoning, and initiatives such as Complete Streets. GIS software is also used to create maps. Maps are a great way to visualize large chunks of data, particularly data that has a specific location. GIS also helps us analyze our data to make better decisions, quickly identify problems, respond to events and prepare for the future. The cool part of GIS is that we can perform easy analysis of data with maps (visual analysis) but we can also do a variety of statistical and spatial (location- based) analyses on the data tables. The image to the right is example of some of the analysis tools that come with a GIS software program. Web GIS Web GIS is the ability to share GIS data with everyone. We have been developing and refining Arlington’s web GIS over the last 7 years and have had huge success in sharing our data and analysis with staff and citizens. Arlington web GIS is on par with Seattle and Snohomish County because we have invested in both our data (processing, storage, infrastructure) and in the GIS architecture that allows everyone to use GIS, not just GIS staff. Arlington’s web GIS is more effective than printed maps because our web GIS is real time and interactive. A map is like a new car. When you drive it off the dealer’s lot – it loses value. Maps are static and the data shown on the map is immediately out of date. Web GIS is constantly updated so the data within a web application is always more current than on a printed map. Web GIS is also great because it allows the user to ‘peek behind the curtain’. When using a printed map, you only know what the cartographer chooses to tell you via the use of colors, symbols and legend. As a viewer of online web GIS data, you are still limited by the web developer’s skill with colors, symbols and legends but web GIS also comes with many different tools that can give the viewer a variety of ways to explore the attribute (table) data. Web GIS includes a variety of web-based software that come in 3 flavors: data collection, data display and data sharing. Data collection includes surveys, collectors and editing tools. Data display starts with a map as the base for data sharing. Options for data sharing include applications (usually shortened to ‘apps’), dashboards, and story maps (essentially web pages that highlight a story). Arlington’s data sharing site is hosted on Esri’s ArcGIS Online and can be found from our Geographic Information Systems web page or going directly to our ArcGIS Online page. http://www.arlingtonwa.gov/343/Maps-Data or https://arlingtonwa.maps.arcgis.com/home/index.html ArcGIS Online ArcGIS is an on-line site that holds and stores city GIS data that we publish directly to the web. We can build a variety of applications, dashboards and story maps on ArcGIS Online that we share with staff and/or citizens. No log in is required to view the city’s gallery. We constantly update and improve our ArcGIS Online site, so expect to see changes as we provide more ways to share data. When you open the webpage, you will see all the items Arlington GIS has shared with the public. The home page gives a sample of items and at the bottom of the page, View Gallery, takes you to the entire gallery of items shared with the public. Most of the items are made and maintained by Arlington GIS staff but occasionally we will share another agency’s GIS item in our Gallery for easy reference.
