Councilmembers Present: Don Vanney, Heather Logan, Debora Nelson, Marilyn Oertle, Jan
Schuette, Michele Blythe, and Yvonne Gallardo-Van Ornam.
Council Members Absent: None.
Staff Present: Mayor Barb Tolbert, Paul Ellis, Sarah Lopez, Mandy Kruger, Kristin Garcia,
Marc Hayes, Jim Kelly, Kris Wallace, Tony Orr, Jonathan Ventura, City Attorney Steve Peiffle,
and Wendy Van Der Meersche.
Also Known to be Present: Portia Smith, Lindsay Dunn, and Kathy Vanney.
Mayor Barb Tolbert called the meeting to order at 7:00 pm, and the Pledge of Allegiance and
roll call followed.
APPROVAL OF THE AGENDA
Mayor Pro Tem Jan Schuette moved to approve the agenda as presented. Councilmember
Marilyn Oertle seconded the motion, which passed with a unanimous vote.
INTRODUCTION OF SPECIAL GUESTS AND PRESENTATIONS
Mayor Tolbert introduced Mandy Kruger and Portia Smith who provided a Meet me in
Arlington presentation.
WORKSHOP ITEMS - NO ACTION WAS TAKEN
Snohomish County Health Department Merger
City Administrator Paul Ellis reviewed the merger between Snohomish County Health
District and Snohomish County government. All assets owned by the health district will
become assets of Snohomish County.
The Agreement to Relinquish Real Property Interest releases the City of Arlington's interest
in all real property owned by the health district and allows it to become property of
Snohomish County. The Rucker Building will continue to be used as a public health facility;
however, if it is ever sold, the proceeds will be used for public health funding. Discussion
followed with Mr. Ellis answering Council questions.
Contract with Parametrix for Engineering Design Services
Public Works Director Jim Kelly reviewed the contract with Parametrix for design services
for the 2023 Utility & Pavement Preservation Program. The City is continuing with the
annual Utility and Pavement Preservation (UPP) capital improvement project for the years
2023-2024.

addition of the intern position, and updating the lease amount for the nine police vehicles. A
public hearing will be held on November 7, 2022 to give the public an opportunity to
comment on the proposed budget, with a second public hearing on the proposed property
tax levy for 2023. Pending no changes following the public hearing on November 7, staff will
ask council to adopt both the budget ordinance and the 2023 property tax levy resolution,
with two separate motions. Discussion followed with Ms. Garcia answering Council
questions.
September 2022 Financial Report
Finance Director Kristin Garcia reviewed the September 2022 financial report.
ADMINISTRATOR AND STAFF REPORTS
City Administrator Paul stated that the following Monday is the 5th Monday of the month,
and there would be no Council meeting. The next meeting will be November 7.
MAYOR'S REPORT
None.
COMMENTS FROM COUNCILMEMBERS
Councilmember Debora Nelson stated she would be joining the Council meeting with Zoom
November 7, and absent at the November 14 Council meeting.
COUNCILMEMBER REPORTS
Councilmembers had nothing to report this evening.
PUBLIC COMMENT
None.
REVIEW OF CONSENT AGENDA ITEMS FOR NEXT MEETING
Councilmembers discussed and agreed to put items 1, 2, and 3 on the Consent agenda at the
November 7 meeting.
EXECUTIVE SESSION
None.
ADJOURNMENT
With no further business to come before the Council, the meeting was adjourned at 7:52 p.m.
