HomeMy WebLinkAboutSigned Minutes 09-26-22Minutes of the Arlington City Council Workshop Council Chambers 110 East 3rd Street Monday, September 26, 2022 Councilmembers Present: Don Vanney, Heather Logan, Debora Nelson, Marilyn Oertle, Jan Schuette, Michele Blythe, and Yvonne Gallardo-Van Ornam, who joined with Zoom. Council Members Absent: None. Staff Present: Mayor Barb Tolbert, Paul Ellis, Kristin Garcia, James Trefry, Mandy Kruger, Jim Kelly, Kris Wallace, Marc Hayes, Peter Barrett, Mike Gilbert, Mike Phillips, Andrea Hill, Zachary Marshall, Mark Wilde, Jason DeVoir, Jonathan Ventura, Nate Bauer, Jeremy Cronauer, Meghan Kidd -Zimmerman, Tony Orr, City Attorney Steve Peiffle, and Wendy Van Der Meersche. Also Known to be Present: Bob Nelson, Kathy Vanney, friends and family of Officers Bauer, Cronauer, and Kidd -Zimmerman. Mayor Barb Tolbert called the meeting to order at 7:00 pm, and the Pledge of Allegiance and roll call followed. APPROVAL OF THE AGENDA Mayor Pro Tern Jan Schuette moved to approve the agenda as presented. Councilmember Marilyn Oertle seconded the motion, which passed with a unanimous vote. SWEARINGS IN Lieutenant Peter Barrett introduced Police Officers Nate Bauer, Meghan Kidd -Zimmerman, and Jeremy Cronauer. City Attorney Steve Peiffle administered the oath of office for each. Officer Bauer's badge was pinned by his wife, Lisa and son, Atlas. Officer Kidd-Zimmerman's badge was pinned by her mother, and joined by her father. Officer Cronauer's badge was pinned by his fiancee. IN'TRQDUCTION OF SPECIAL GUESTS AND PRESENTATIONS None. WORKSHOP ITEMS - NQ ACTIONWAS TAKEN Smokey Point Corridor Update Public Works Director Jim Kelly introduced Dan Hansen, PE, from Perteet Engineering, who provided a PowerPoint presentation with design of the Smokey Point Boulevard Corridor project. Mr. Hansen was joined by Jim Hansen, PE, of HBB Landscape Architecture. Discussion followed with Mr. Hansen and Mr. Kelly answering Council questions. Page 1 of 3 Minutes of the City of Arlington City Council Workshop September 26 2022 Inflow and Infiltration Repair Contract Award Public Works Director Jim Kelly reviewed a 24-month "on -call" contract with Pro Vac for inflow/infiltration repair on sanitary sewer system. Inflow and infiltration of groundwater into the Arlington sewer system has a major impact on the operation of the Water Reclamation Facility and downstream lift stations. Clean groundwater inflow and infiltration into the sanitary sewer system robs capacity at both the WRF and lift stations and causes excessive and unnecessary operation costs. Discussion followed with Mr. Kelly answering Council questions. Utilities and Transportation Quarterly Report Public Works Director Jim Kelly provided the Utilities and Transportation third quarter report. Discussion followed with Mr. Kelly answering Council questions. Finance Monthly Report Finance Director Kristin Garcia provided the August 2022 financial report. Discussion followed with Ms. Garcia answering Council questions. Community and Economic Development Quarterly Report Community and Economic Development Director Marc Hayes provided the Community and Economic Development third quarter report. Discussion followed with Mr. Hayes answering Council questions. ADMINISTRATOR AND STAFF REPORTS City Administrator Paul Ellis thanked Finance Director Kristin Garcia and Assistant Finance Director Sheri Amundsen and finance staff for great audit results. Mr. Ellis also stated that the binders for Saturday's budget retreat have been distributed, and any additional information requested by Council will be handed out at the retreat. MAYOR'S REPORT Mayor Tolbert thanked councilmembers who attended the Cascade Industrial Center networking event Thursday, September 22. COMMENTS FROM COUNCILMEMBERS Councilmember Schuette provided additional comments about the Cascade Industrial Center COUNCILMEMBER REPORTS Councilmembers had nothing to report this evening. PUBLIC COMMENT None. REVIEW OF CONSENT AGENDA ITEMS FOR NEXT MEETING Councilmembers discussed and decided to keep agenda items for next week on New Business.
