HomeMy WebLinkAboutSigned Minutes 06-21-22Minutes of the Arlington City Council Meeting Council Chambers 110 East 3rd Street Tuesday, June 21, 2022 Councilmembers Present: Don Vanney, Heather Logan, Debora Nelson, Marilyn Oertle, Jan Schuette, and Michele Blythe. Council Members Absent: None. Staff Present: Mayor Barb Tolbert, Paul Ellis, James Trefry, Kristin Garcia, Jim Kelly, City Attorney Steve Peiffle, and Wendy Van Der Meersche. Also Known to be Present: Vincent Cork and Alyson Cork, Sid Logan, Bob Nelson, Kathy Vanney, Tom Beckwith, and Marcy Manibusan. Mayor Barb Tolbert called the meeting to order at 7:00 p.m., and the Pledge of Allegiance and roll call followed. APPROVAL OF THE. AGENDA Mayor Pro Tem Jan Schuette moved to approve the agenda as presented. Councilmember Debora Nelson seconded the motion, which passed with a unanimous vote. INTRO UCTION OF SPECIAL GUESTS AND ESENTATIONS Mayor Tolbert presented the Mayor's Volunteer Award for June to Vincent and Alyson Cork for providing food through their Salt of the Earth Food Blessing food ministry. PROCLAMATIONS PUBLIC COMMENT None. CONSENT AGENDA Mayor Pro Tem Jan Schuette moved and Councilmember Debora Nelson seconded the motion to approve the Consent Agenda that was unanimously carried: 1. Minutes of the May 19 Council Retreat, June 7 Special Meeting, and June 7 and June 13, 2022 Council Meetings 2. Accounts Payable: Approval of EFT Payments and Claims Checks: #105688 through #105840 dated June 7, 2022 through June 21, 2022 for $960,294.60; and Approval of Payroll EFT Payments and Check #30182 through #30189 dated May 1, 2022 through May 31, 2022 in the amount of $1,211,393.90. 3. Murraysmith Contract Amendment #3 4. Personnel Policy Update Page 1 of 3 Minutes of the City of Arlington City Council Meeting June 21, 2022 PUBLIC HEARING None. NEW BUSINESS 1. Parks and Recreation Master Plan Financial Briefing Consultant Tom Beckwith presented proposed expenditures and revenues scenarios for six and 20 year periods, with information on residential and industrial impact fees. This was information only. 2. Transportation Comprehensive Plan Contract with Transpo Group Public Works Director Jim Kelly requested Council approve the Scope and Fee with TranspoGroup to update the City's Transportation Comprehensive Master Plan. Councilmember Jan Schuette moved and Councilmember Debora Nelson seconded the motion to approve the Scope of Work and Fee from TranspoGroup for completion of the Transportation Comprehensive Master Plan and authorized the mayor to sign the contract, „L,;.,. r i-- f;—I Vno AnXA7 h., tho rity Attnrnnv Tha mntinn ni Z zPd imanimmiqlv- 3. Contract Renewal with Waste Management NW Public Works Director Jim Kelly requested Council approve the amended and restated contract for solid waste, recycling, and compostable organics collection and disposal between the City of Arlington and Waste Management Northwest. Marcy Manibusan from Waste Management was present. Councilmember Debora Nelson moved and Councilmember Marilyn Oertle seconded the motion to approve the City of Arlington and Waste Management Agreement for refuse collection, recycling and composting, and authorized the Mayor to sign the agreement, subject to final review by the City Attorney. The motion passed unanimously. 4. Modification to Salary Schedule for Non -Represented Employees City Administrator Paul Ellis requested Council approve the modification to salary schedule for non -represented employees for 2022. Mayor Pro Tern Jan Schuette moved and Councilmember Michele Blythe seconded the motion to approve the modification to the salary schedule for non -represented employees for 2022, to be effective July 1, 2022. The motion passed unanimously. COMMENTS FROM COUNCILMEMBERS Councilmember Schuette commented on capital projects. ADMINISTRATOR & STAFF REPORTS City Administrator Paul Ellis stated this is the second year of the fireworks ban. MAYOR'S REPORT Mayor Tolbert stated that Snohomish County is doing outreach in all of their districts regarding mitigation and recovery from the pandemic.
